PROJECT DESCRIPTION:
Assist the Government of Manitoba in establishing the conditions and requirements for a transparent, objective and comprehensive planning framework for the provision of electricity and natural gas resources in the province of Manitoba. The consultant will provide expertise in the area of integrated resource planning (IRP) in support of a government project team, responsible for developing a framework for IRP.
BACKGROND:
Manitoba Hydro is responsible for the provision of power to Manitobans and the primary distributor of natural gas in the province. The utility is a Crown Corporation owned by the Province of Manitoba and regulated through the Manitoba Public Utilities Board. Manitoba Hydro is the sole retail seller of power in the province, but non-utility generators are also able to participate in the wholesale market.
Manitoba Hydro owns and operates a fleet of generating facilities that are primarily hydroelectric based, with a small portion of thermal for emergency backup. Two privately owned utility scale wind farms sell power to Manitoba Hydro through long-term contracts. Four communities in northern Manitoba not connected to the provincial grid, are serviced by diesel generation operated by Manitoba Hydro. Manitoba Hydro also owns and operates the transmission/distribution system in the province. In addition to providing power to Manitobans, the Corporation has significant export capabilities with neighboring provinces and US states.
Recently, several regulatory and provincial initiatives have resulted in recommendations or direction that integrated resource planning be adopted in order to better identify future power needs and assess the alternatives to meet those needs. Manitoba Hydro has restructured its planning division to focus on integrated resource planning moving forward. Energy policy is currently being developed that will help clarify provincial energy policy objectives ultimately providing strategic guidance for the IRP process.
The province is seeking a consultant to assist in developing the broad IRP framework and help formulate provincial expectations regarding the various stages of that framework. The focus is on electricity and natural gas.
