The Government of Manitoba, as represented by the Minister responsible for the Civil Service, intends to engage a Consultant to review and assess opportunities to strengthen and better align Human Resource practices across the public service with the goal of more efficient and responsive public sector management.
The review will focus on spans and layers of management, executive compensation, and modern job classification approaches.

The procurement process will proceed in two (2) expedited stages:
• Stage 1 - This Request for Qualification is the first stage of the procurement process for this project (“RFQ”). Submissions received in response to this RFQ will be evaluated in accordance with the stated evaluation criteria to pre-qualify and create a shortlist of up to five (5) Proponents.
• Stage 2 - For the second stage of the procurement process, Manitoba will issue a Request for Proposals (“RFP”). Only those Proponents shortlisted as a result of this RFQ will be invited to participate in the second stage of this procurement process, and be given an opportunity to submit a Proposal in response to the RFP. Stage 2 Proposals will be evaluated in accordance with the evaluation criteria (to be described in the RFP) and Manitoba may invite Proponents to enter into negotiations to finalize the Agreement.
Manitoba intends to enter into an Agreement for Services with the successful Proponent whose Stage 2 Proposal is judged to best serve the interests of the Manitoba Government when evaluated in accordance with the evaluation criteria and process set out in the RFP.
Manitoba reserves the right to negotiate on this Negotiated Request for Proposal (NRFP).
