The Government of Manitoba, as represented by the Minister of Health, Seniors and Active Living, requests Proposals from qualified Proponents meeting the requirements contained in this Request for Proposals (RFP) to provide review of the board and governance structures of the SDO’s in Manitoba’s Health System as further described in Part 2 of this RFP.
This Request for Proposals (the “RFP”) will enable Manitoba Health, Seniors and Active Living (MHSAL) to establish an optimal board structure and composition for Shared Health which is currently under an initial, interim governance arrangement. In addition, this consulting assignment is extended to the other Service Delivery Organizations (“SDO”) – Manitoba’s five Regional Health Authorities, and CancerCare Manitoba – to provide advice and recommendations to government to strengthen their existing Board and Governance structures within the integrated health system contemplated by Bill 10 (see https://web2.gov.mb.ca/bills/41-4/b010e.php).
Ideally all seven (7) organizations will operate with a standardized, modern board structure and composition to strengthen overall delivery of care across the health system. Where differences from this approach is required for Shared Health or the SDOs, the rationale and benefits for this variation will be detailed.
The Province of Manitoba is providing logistics and procurement support to the Transformation Management Office for initiatives that support Manitoba’s larger health system transformation, which is being overseen by the Transformation Leadership Team (TLT). All services will be contracted by the Province of Manitoba pursuant to the provisions set out herein but will be subject to oversight and day-to-day operational leadership and direction of the Transformation Management Office.
