The Government of Manitoba, as represented by the Minister of Infrastructure, requests Proposals to provide consultancy services that will undertake a review of photo enforcement in Manitoba that will:
•determine the efficacy of photo enforcement in reducing red light and speeding offense and reducing collisions and injuries.
•assess the legal and policy framework for photo and non-photo enforcement and evaluate whether modifications are required to meet public policy objectives related to road safety, accountability and transparency.
•analyze the financial aspects of photo enforcement.
•identify measures to improve the outcomes of photo and non-photo enforcement initiatives against the established objectives of improved safety, accountability and transparency.
•provide a final report with options and recommendations, supported by empirical evidence, to inform the future of photo enforcement in Manitoba within the larger context of speed enforcement governance frameworks including non-photo specific practises.
The Department seeks a Final Report to be completed within four (4) months of start date. The review shall commence immediately upon contract award. For scheduling purposes, the proposal should assume a start date as the date that the agreement is signed.
