The Government of Manitoba, as represented by the Ministers of Infrastructure and Manitoba Central Services, requests Proposals from qualified Proponents meeting the requirements contained in this Request for Proposals (RFP) to provide consultancy services that will undertake a review of photo enforcement in Manitoba that will:
• work in partnership with government to complete a quantitative, outcomes-based evaluation to determine the efficacy of photo enforcement in reducing red light and speeding offenses and reducing collisions and injuries.
• use the results of the quantitative, outcomes-based evaluation to provide recommendations and identify measures to improve the efficacy of photo and non-photo enforcement initiatives.
• assess the legal and policy framework for photo and non-photo enforcement and evaluate whether modifications are required to meet public policy objectives related to road safety, accountability and transparency.
• provide a final report with options and recommendations, supported by empirical evidence, to inform the future of photo enforcement in Manitoba within the larger context of speed enforcement frameworks including non-photo specific practises. Recommendations must focus on how Manitoba can ensure the achievement of the goals associated with speed and red light enforcement, which are to reduce collisions and injuries attributed to excess speed and red light infractions, and how photo enforcement practices contribute to achieving these goals.
The final agreement will be subject to negotiations.
