This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective Contractors to submit proposals for security upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in a six-story mid-rise building at 805 Saskatchewan Avenue West, Portage La Prairie, Manitoba. Additional work is required including but not limited to, installation of two wireless antennas, conduit, cables, and network equipment for 2-624 Oak Bay and B18-25 Tupper Street North in Portage La Prairie, Manitoba. Work site locations will remain occupied during construction.

Preferences:
In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion. Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

Proponents are to bid using the approved product list and/or specifications (which may include U.S. Products), however, following contract award, the successful Proponent will be required to work with Government and associated Consultants to substitute some or all U.S. Products (where practical) with those made in Canada or outside of the United States. The products must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation including invoices and receipts. Proponents are mandated to ensure a minimum percentage of Canadian and non-U.S. products in their submissions.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

Date and Time: July 31, 2025, at 12:45 PM local time

Proponents are to meet in the main entrance lobby at 805 Saskatchewan Avenue West, Portage La Prairie, Manitoba prior to 10:00 AM to sign the site attendance sheet. Proponents are to pre-register for the site visit by email to the project manager at Jason.DeCastro@gov.mb.ca. Deadline for registration is 2:00 PM on July 30, 2025.

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions August 11, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is August 26, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
