07-08-20-Y-56-SIBJ - Social Impact Bond – Reduction of Justice Involvement Among Young People

The Manitoba government is seeking a service provider to deliver a social impact bond (SIB) with the Department of Justice to reduce justice involvement among young people.
 
This SIB project will use a holistic approach that is grounded in Indigenous traditions and knowledge. The project will provide services to support the whole person including the youths’ natural and/or found families, mental health needs of youth, and employment skills development and/or education. The SIB is intended to fund an innovative project for a site in Winnipeg and a site in Thompson for a three year  project.
 
To be considered eligible for this SIB, your proposed project must:
1) Clearly demonstrate that this is an innovative approach (an SIB is not intended to fund an expansion of an existing program).
2) Operate in Winnipeg and/or Thompson.
3) Serve youth who are currently involved with the justice system.
4) Serve youth who are between the ages of 12-18 at the time of intake.
5) Be culturally grounded in Indigenous teachings and knowledge
6) Be inclusive of natural and/or found family.
7) Support the mental health needs of youth.
8) Have an education and/or employment skills development component.
9) Reduce both youth and adult justice re-involvement. Youth involvement refers to ages 12-17, adult involvement refers to ages 18-21.
