Description

DESCRIPTION OF THE SERVICES

The Services include the following activities and deliverables (non-exhaustive):

The Contractor will conduct an audit, to assess whether commitments made by Manitoba Hydro in their Environmental Impact Statement (EIS) and supporting information were met and to assess the accuracy of the assumptions and predictions in these documents. At Manitoba Hydro’s option, the Contractor will conduct a second audit in five years time (Purchaser’s Option) The scope of second audit will focus on commitments applicable to the operations phase of the project.

The audit procedures performed may include:

1. 1. 1. Reviewing EIS and supplementary filings, and supporting documents
    2. Overall review of Manitoba Hydro’s Environmental Protection Plans, including documentation, inspection and business processes and procedures for implementation.
    3. Reviewing Manitoba Hydro’s commitments table for the project
    4. Interviewing Manitoba Hydro employees/Contractors and other individuals as required
    5. Reviewing biophysical and socio-economic monitoring reports to determine the adequacy of the results and conclusions with respect to accuracy of EIS assumptions and predictions as described in the reports. Analysis or collection of data is out of scope.
    6. Participate in a ground tour of facilities and aerial helicopter overflight tour of transmission lines and stations as described in EIS Project Description.
    7. Focus on key commitments in the EIS and supporting information such as:
      - i) Caribou and Moose
      - ii) Avian
      - etc.
