BACKGROUND
Manitoba Hydro is looking to replace the in-house-developed application used by designers in its Distribution Design group to perform calculations such as: single and multi-distribution line clearances to ground, clearances to buildings and structures, joint-use clearances, tansverse wind and ice loading, and safety factor checks. The existing solution has become technologically obsolete and requires capability updates to align with the latest standards.
A commercial off the shelf (COTS) solution is being saught to facilitate the process of ensuring ongoing regulatory compliance as well as technical currency.
Although Manitoba Hydro is currently licenced for other complex design tooling, what is being sought is a fairly focused, streamlined, cost-effective solution.
Core business requirements are well understood. The purpose of this document is to validate these requirements, to canvas market for capabilities not yet considered, and to develop an understanding of the role "cloud" plays in this landscape and whether provisions should be built into a potential forthcoming request for proposal (RFP) to accommodate "cloud". Would requiring an on-premesis solution, which is currently perceived as the preferred approach, be limiting the benefits and options available to Manitoba Hydro to Manitoba Hydro's detriment.
