SCOPE OF THE WORK
The Contractor shall provide the necessary hardware, software and services needed to communicate with sensors and relays on the network. The solution must be designed as follows (non-exhaustive):
3.2 Platform
(a) The solution must be able to integrate with Supervisory Control and Data Acquisition (SCADA) and OSI Pi historian; and
(b) be compatible with Microsoft servers.
3.3 Measurement Requirements
(a) Voltage (accuracy ±5.0%)
(b) Secondary Current
(c) Network Protector Status
(d) Switch Handle position
(e) Transformer Temperature
3.4 Optional Measurement Requirements
(a) Water presence in the network protector
(b) Nitrogen (N2) pressure in the protector
(c) Water level in the vault
(d) Vault temperature
(e) Smoke alarm
(f) Fire detection
(g) Arc detection
(h) Gas detection
(i) Faulted circuit indicators
3.5 Relay
3.5.1 Updated network protector relays shall be provided with additional functionality:
(a) DNP3 Protocol
(b) Remote programming capability
(c) Monitor voltage and current
(d) Minimum eight (8) analog inputs
(e) Minimum two (2) digital inputs
(f) Minimum one (1) digital output
(g) +/-5 volts sensor output
(h) RS485 Serial communications port
(i) Local relay communication capability via Bluetooth or other medium
3.6 Expandability
3.6.1 The solution shall be capable of integrating external sensors including, but not limited to, transformer gas & pressure measurements, smoke, gas, water, fire detection and arc flash detection.
3.7 Control Requirements
3.7.1 The solution shall remotely open and close network protectors, both individually and also in blocks with the intention of de-energizing and energizing sections of the network.
3.8 Equipment Environmental Conditions
3.8.1 The solution shall be capable of withstanding the following environmental conditions:
(a) Manholes & ductlines subject to periodic flooding
(b) +60 to -20 degrees Celsius ambient temperatures
(c) Medium voltage cable & Equipment environment
(d) Corrosive environment
3.9 Communications
3.9.1 Communication shall be facilitated by a fibre optic cable. The Contractor’s equipment shall be:
(a) IP Addressable
(b) Native DNP3
3.9.2 ITEM 1 shall lay out a communications network that will efficiently provide reliability and redundancy. Fibre optic and copper communication cables will be supplied and installed by the Purchaser. The Purchaser will terminate the cable in the target manholes in a splice enclosure and provide appropriate pigtails to connect to the Contractor’s proposed equipment.
3.10 Project Management
(a) Provide the necessary engineering support to deploy initial system.
(b) Provide the necessary engineering support for one (1) year as required.
3.11 SCADA System (Purchaser's Option)
3.11.1 If purchased, the Contractor shall provide a SCADA system which will:
(a) Provide a mini SCADA system that can be viewed and operated on several PCs (8)
(b) Provide network visibility
(c) Provide control
