This is a very remote fly-in/sealift accessible only community in Nunavut, so please provide accurate man-days for accommodations, accurate number of flights and accurate freight weight/volume (please be as exact as possible, as freight rates on the sealift are costly!!) and we will carry those costs.
Provide accurate information on freight, man-days, and travel. Additional freight, flights, or accommodations will be charged extra at Penn-co cost. Information will also be used to determine low bid.
Freight: Freight charges are based on weight (lbs) or volume (cubic feet), whichever is greater, so please factor that. We request that you crate or package your materials as per the attached guide(s) for sealift crating requirements. The sealift (NEAS) leaves from the Port of Becancour, Quebec (near Trois Riviere which is between Montreal and Quebec City), so either allow to freight your materials there or let us know how much you have and where it is coming from and we’ll carry those costs. If at all possible, please source materials from Montreal or the area to avoid higher than necessary trucking costs. There are typically (3) scheduled sealift freight deliveries annually – first one leaves QC port at the end of June (cutoff for material delivery is 2nd week of June). Second sailing is mid-August and 3rd sailing is end of September. Each sealift journey is 3 to 4 weeks.
Man-days: Please provide total number of man-days (number of men multiplied by number of days) required. Penn-co will allow for 3 meals a day and accommodations. Man-days provided should include all of your subtrades man-days as well.
Travel: Please provide total number of return flights required. Penn-co will allow for return flights. Note that trades are responsible for their own employee wages. Number of flights provided should include all of your subtrades flights as well.
Schedule: The substantial completion date is February 2027, which, at (1) sealifts/year, allows for (2) sealifts IN and OUT over the 1.5 of years year duration. Demobilization in summer of 2027.

Local Labour: This project has a requirement to hire 20% of local labour. Please indicate the amount of local labour included in your bid.
Prepare quotes in accordance with the Manitoba Trade Definitions (unless the project documents specifically call for exceptions). The trade definitions are available on the Winnipeg Construction Association website.
