1.0 BACKGROUND & PURPOSE
The R.M. of Whitemouth is focused on developing an Asset Management Plan
to assist with its asset management practice by supporting the adoption of asset
management as a strategic business approach to managing infrastructure and
integrating life cycle management in infrastructure decisions. The R.M. of
Whitemouth would like to make the best possible decisions regarding the
construction, operation, maintenance, renewal, replacement, expansion and
disposal of infrastructure assets. The objective is to maximize benefits, manage
risk and provide satisfactory levels of service to the public in a sustainable
manner. This type of planning requires a thorough understanding of the
characteristics and condition of infrastructure assets, as well as the service
levels expected from them. It also involves setting strategic priorities with
investments and identifying critical assets for the development of a minimum
life cycle cost.
The R.M. of Whitemouth asset management currently lacks a formal structure
that articulates Councils commitment to asset management and provides policy
statements to guide staff in carrying out the organizations asset strategies, plans
and activities.
An asset management process that clearly outlines how asset management is to
be integrated within the organization in order that it is coordinated, cost
effective and organizationally sustainable is necessary.
2.0 SCOPE OF WORK
The Consultant shall carry out the following activities to develop structures and
techniques to be adopted by the R.M. of Whitemouth in order to implement a
formal asset management process.
1.Organize and collect data on existing assets
2.Conduct risk and needs assessment (engineering)
3.Formalize an Asset Management Policy
4.Formalize an Asset Management Plan
4.0 PROPOSAL SUBMISSION REQUIREMENTS
Please address the following in the proposal document:
1.Project Approach - Briefly identify your background and knowledge and
how it will be employed to complete the scope of work.
2.Task Schedule - Provide a schedule, graphic format, which depicts major
schedule milestones, including information gathering investigations and
the final report.
3.Fee Schedule - Fee for service is to be itemized based on consulting and
sub-contractor fees.

3.0 SCHEDULE OF WORK
The R.M. of Whitemouth anticipates awarding this contract by April 22nd, 2019.
Completion of the work is requested by February 28th, 2020
