The WCB is inviting your firm to submit a Proposal for the following: To supply one (1) full-time resource to act as the WCB Business Agility Coach, as further described in this RFP and in accordance with the Instructions to Vendors.
Description of Services
The Agility Coach shall deliver the following Services as required by the WCB:
a) Shift the Culture and Operations of the Organization towards Business Agility: Increase delivery effectiveness by group-coaching and transferring knowledge to the Executive Management Committee, leadership teams, and operations teams on leadership agility, business agility, and agile practices. An initial assessment and baseline, developing a brief co-designed plan and roadmap. Agreed upon events and milestones will be delivered within the first month. A written summary, along with handover of key materials and recommendations will be done every 3 months.
b) Demonstrate Business Agility by Leading Key Business and IT Initiatives: Serve as co-sponsor and lead up to three (3) key business and IT initiatives, with full accountability and responsibility for delivering exceptional outcomes by applying leadership agility, business agility, and agile practices and demonstrating their use in action. Dedicate a minimum of 500 hours to driving and leading key business projects and BAU initiatives, demonstrating the use of techniques and tools during project delivery.
c) Align Technology Strategy and Operating Model with Agility: Work closely with the Chief Technology Officer (CTO) to develop, refine, and support the execution of their technology strategy and target operating model to leverage leadership agility, business agility, and agile practices.
d) Develop Executive and Operational Leadership Agility Capability: Deliver formal, one-on- one executive coaching for up to five (5) members of the Executive Management Committee and leadership teams, and provide mentorship to up to five (5) operational delivery leaders to strengthen leadership capabilities and effectiveness in leading agile, cross functional delivery. Commit a minimum of 120 hours in 2026 dedicated to leadership coaching and mentorship.
e) Build and Deliver Internal Agility Learning Programs: Design, develop, and deliver customized courses and curricula on leadership agility, business agility, and agile practices tailored to the WCB’s context and needs.
f) Cultivate a High-Performance Culture: Implement proven methodologies and frameworks for cultivating a high-performance culture that are suitable and appropriate for the WCB and propose solutions and recommendations to address the critical issues, including cultural, leadership, and delivery challenges. Dedicate a minimum of 300 hours dedicated to workshops designed to improve cultural, leadership and delivery challenges.
g) Measure and Track Business Agility Maturity: Implement an industry- standard assessment and evaluation tool to establish a baseline, measure, and report on the WCB’s business agility. Use this tool to track the organization’s growth over time.
h) Embed Continuous Learning in Everyday Work: Host monthly information sessions for interested WCB employees to explore topics related to leadership agility, business agility, and agile practices, using the WCB relevant examples and focusing on practical actions participants can apply to make immediate improvements in their daily work.
i) Mentor the maturing and growth of one critical IT practice: Support the enterprise architecture branch in maturing at least four (4) critical architecture office functions over the next twelve (12) months. This branch provides domain expertise across multiple essential IT capabilities required for the planning and designing of enterprise solutions.
The Vendor must have experience and expertise with the following:
a) A minimum of fifteen (15) years’ experience in senior IT and/or business leadership positions with responsibility for successfully shifting organizational culture and operations toward business agility and delivering exceptional, enterprise scale results in an Agile environment.
b) A minimum of ten (10) years’ experience leading or sponsoring complex cross functional business and IT initiatives that apply leadership agility, business agility, and agile practices to deliver measurable business outcomes.
c) Demonstrated experience providing group coaching and facilitation for executive and leadership teams on leadership agility, business agility, and agile practices.
d) Demonstrated experience creating and implementing technology strategy and target operating models that embed leadership agility, business agility, and agile practices.
e) Strong understanding of modern technology delivery approaches (for example, cloud platforms, DevOps practices, and API based integration) sufficient to credibly lead and coach business and IT initiatives, without requiring deep hands-on engineering responsibility.
f) Credentials in leadership coaching, organizational development, change management, and/or agile or business agility frameworks (for example ICF, EMCC, ICAgile, Scrum Alliance, PMI, Prosci, or equivalent).
g) Trusted and respected as a thought leader who can influence, persuade, and motivate teams and individuals, with excellent interpersonal, analytical, planning, organizational, written, verbal, communication, and presentation skills, who is organizationally savvy, can read the room, and can navigate obstacles and with strong political acumen.
The Vendor is expected, ideally, to have experience and knowledge with the following:
a) Experience providing formal one-on- one executive coaching to C-suite, Executive Management Committee members, or equivalent senior leadership, using recognized professional coaching methodologies.
b) Demonstrated experience mentoring operational delivery leaders to improve their effectiveness in leading agile, cross functional delivery.
c) Demonstrated experience designing, developing, and delivering customized leadership and agility courses, curricula, and workshops tailored to an organization’s context and needs.
d) Demonstrated experience selecting, implementing, and using recognized business agility or organizational agility assessment tools to establish baseline, measure, and report on agility and to guide improvement initiatives.
e) Demonstrated experience applying proven methodologies and frameworks for cultivating a high-performance culture in complex organizations, including identifying and addressing cultural, leadership, and delivery challenges.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The WCB requires the Vendor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Vendor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
It is expected the Services will be required for an initial period of twelve (12) months with a preferred start date of January 26, 2026. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for an additional two (2) periods of three (3) months each.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work, which highlight their experience performing similar projects. Vendors are also expected to provide the following information for each proposed resource (in additional to the information requested in Schedule "A" Clause 9.2):
a) Resource's name and identify any subcontractor relationship (i.e. if individual resource is not an employee of the Vendor);
b) Completed skills matrix identifying resource's skills and knowledge;
c) Ability to start on WCB's preferred start date or later date of availability; and
d) Resume of resource.
Final selection of a resource may be subject to an in-person, telephone, or video conference interview by the WCB.
The Services can be provided remotely with a minimum of between twenty-five percent (25%) and up to fifty percent (50%) of the time required onsite at the WCB's facilities located at 333/363 Broadway in Winnipeg, Manitoba, unless otherwise agreed in writing.
