The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The WCB requires a vendor to develop a comprehensive future-state target operating model for its finance and human resource (HR) functions to support the future purchase and implementation of an Enterprise Resource Planning (ERP) system. The goal of the target operating model is to provide a strategic framework that aligns with business objectives, enhances operational efficiencies, optimizes finance and HR service delivery and supports technology advancements, ensuring seamless integration and long-term sustainability.
Description of Services
The WCB requires the Contractor to perform the following Services:
a) Assessment of current state. The Contractor should be aware that WCB has completed comprehensive current state process descriptions for 23 core finance, HR
and payroll processes, which can be leveraged for this assessment, which will include the following Services:
i. Conducting a detailed review of existing organizational structures, business processes, and operational functions.
ii. Identifying gaps, inefficiencies, and areas for improvement in the current operating model.
iii. Engaging stakeholders to gather insights on existing challenges, objectives and opportunities for the future state.
b) Design of future state target operating model for finance, payroll and HR:
i. Working in conjunction with the WCB to define strategies for the HR and finance functions. The strategies need to consider the WCB's overall strategic goals and how these functions need to be enhanced to enable corporate goals.
ii. Identify the capabilities and their corresponding maturity level to support the strategies.
iii. Define the optimal business structure, workflows, and governance framework to support long-term strategic goals.
iv. Provide recommendations on organizational roles, responsibilities, and reporting structures.
v. Ensure alignment with industry best practices and regulatory requirements.
vi. Develop a roadmap for adoption and change management strategies. This roadmap should:
a. Outline execution strategies (e.g. phased), resource requirements, and key milestones for deploying the future state target operating model.
b. Identify dependencies and risk mitigation measures to enhance operational readiness.
c) Business and Service Delivery Process Optimization:
i. Identify key operational finance, payroll and HR functions that require enhancement to support the future operating model.
ii. Recommend strategies for standardization, efficiency gains, and automation opportunities.
iii. Align business processes with overarching strategic objectives.
iv. Establish performance metrics and KPIs to measure success and efficiency gains.
The deliverables that form part of the Services will include:
a) Comprehensive current state assessment report, including gap analysis reporting
b) Strategies for the HR and finance functions
c) Future state operating model design document, including assessment of alternative models and a recommendation for the WCB
d) Change management plan
e) Business and service delivery process optimization recommendations
f) Executive level presentation and adoption roadmap
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with the following in connection with the Services:
• Proven experience in business transformation and operating model design.
• Familiarity with best practices across relevant industries; and
• Experience working in unionized environments.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects, reflecting the foregoing areas of required experience, familiarity and knowledge.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of eight (8) months with a preferred start date of November 1, 2025. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to one (1) year. If additional work may be required the WCB has the right to enter into an amending agreement to extend the duration of or expand the Services.
