The WCB is inviting your firm to submit a Proposal for the following: The WCB is seeking a professional training services for the delivery of Lean Six Sigma training. The primary objective is to build organizational capabilities in continuous improvement and data-driven problem solving. The training will strengthen operational efficiency and enhance the experience of employees, workers, employers, and healthcare providers. It will support practical application of Lean Six Sigma principles, enabling teams to align improvement efforts with strategic priorities and drive sustainable, measurable improvements across the organization.
Description of Services
The WCB is seeking to establish a flexible, long-term Lean Six Sigma training program to build internal capability for continuous improvement, data-driven problem-solving. The primary objective is to build organizational capabilities in continuous improvement and data-driven problem solving. The training will strengthen operational efficiency and enhance the experience of employees, workers, employers, and healthcare providers. It will support practical application of Lean Six Sigma principles, enabling teams to align improvement efforts with strategic priorities and drive sustainable, measurable improvements across the organization.
This Program will operate on as needed basis, with the WCB selecting the type, frequency, and format of training as needed which could include in-person, and/or virtual instructor led training. There is no guarantee of minimum usage during the term of the Agreement.
The Contractor shall provide the following training and support services as required by the WCB to deliver the Program:
a) Leadership Foundations in Lean Six Sigma
4-hour introductory sessions for executives, directors, managers, and supervisors that will:
•Introduce Lean Six Sigma principles and terminology
•Define leadership roles and responsibilities in supporting Lean Six Sigma projects
•Provide criteria for identifying appropriate problems to apply Lean Six Sigma methods
•Set expectations for timelines, team engagement, and project oversight
•Include a concise, printable takeaway document summarizing the key concepts
Outcome: Participants will gain the knowledge needed to sponsor and support Lean Six Sigma projects. A certificate of participation may be issued.
b) Yellow Belt Certification
A 2-day interactive course for employees new to Lean Six Sigma, covering:
•Foundational concepts and Lean Six Sigma language
•The eight types of waste and their relevance to the WCB operations
•Core tools and methods through applied, activity-based learning
•Simulated exercises to reinforce key skills
•Minimal lecture (maximum 3 hours total across 2 days)
Outcome: Participants will be equipped to actively support Lean Six Sigma projects and may pursue Green Belt certification. Yellow Belt certificates will be issued upon completion.
c) Green Belt Certification
A 5-day applied training program for employees that will:
•Use simulations and real/simulated projects for hands-on learning
•Teach Excel-based analysis skills (data organization, charting, basic formulas)
•Build data presentation skills using the WCB templates
•Provide project milestone tracking tools (e.g., checklists, templates)
•Encourage immediate application of learning in workplace improvement efforts
•Provide ongoing mentorship for the duration of initial green belt project
Outcome: Graduates will lead Lean Six Sigma projects and mentor Yellow Belts. Certification will be awarded upon completion.
d) Black Belt Certification
Up to 10 days of advanced training (delivered in modules over a 12-month period) for employees including:
•Deep-dive into advanced Lean Six Sigma tools and techniques
•Enhanced Excel data analysis and statistical interpretation
•Leadership skills to manage large, cross-functional projects
•Coaching and mentoring techniques for Green and Yellow Belts
•Structured support tools for project tracking and reporting
•Provide ongoing mentorship for duration of black belt project
Outcome: Participants will function as senior Lean Six Sigma experts and mentors. Certification will be provided upon completion.
e) Lean Six Sigma Data Analysis Training
Modular training sessions (1 to 5 days) for employees focused on:
•Cleaning and structuring operational data in Excel
•Conducting and interpreting basic analysis (trends, variation, comparisons)
•Applying control charts and statistical testing for process changes
•Presenting findings during Analyze and Improve phases of DMAIC
•Curriculum will grow in complexity over time, based on organizational needs
Outcome: Employees will gain confidence in using data to identify problems, support improvement initiatives, and communicate results.
f) Ad Hoc or Custom Lean Six Sigma Training
On-demand training tailored to specific the WCB needs, including but not limited to:
•One-day Lean Six Sigma tool refreshers
•Design thinking techniques (empathy mapping, journey mapping, prototyping)
•Lean 3P/rapid experimentation
•Value stream mapping
•Customized leader training
•Root cause analysis and problem definition workshops
•Kaizen facilitation
•Process mapping and design sessions
•Voice of the customer methods and measurement workshops
Outcome: Responsive support to address immediate or specialized operational challenges.
g) On-Demand Lean Six Sigma Project Delivery Support
Upon request, the Vendor shall provide hands-on Lean Six Sigma project execution services to support the WCB improvement priorities. These services may include:
•Leading or co-leading defined Lean Six Sigma projects
•Providing qualified practitioners (e.g., Black Belts, Green Belts, or subject-matter specialists) to execute project deliverables
•Supporting project scoping, planning, data analysis, and implementation activities
•Using the WCB’s templates, governance structures, and reporting requirements expectations
•Ensuring achievement of agreed-upon outcomes, milestones, and timelines as approved by the WCB
Outcome: The Vendor will deliver accountable, end-to-end project support on an as-needed basis, complementing internal capacity and driving the WCB’s continuous improvement initiatives.
h) Innovation Hub Leadership Development (for the WCB Leadership and Hub Stewards)
Training and capability-building sessions (1 to 3 days, modular) designed to equip the WCB leaders and designated Innovation Hub stewards with the skills, structures, and methods required to operate a high-performing Innovation Hub. Training will include:
•Defining roles, responsibilities, and operating rhythms for an Innovation Hub
•Setting up intake systems, triage criteria, and project selection pipelines
•Governance methods to integrate Lean Six Sigma, Design Thinking, and modernization priorities
•Leading and sustaining an enterprise-wide culture of continuous improvement and innovation
•Facilitation skills for idea generation, co-design sessions, and cross-functional workshops
•Developing Innovation Ambassadors and internal champions
•Use of metrics, dashboards, and scorecards to track Hub performance and value delivery
•Playbooks and templates for Innovation Hub operations (e.g., intake forms, prioritization tools, project charters, tollgates, templates)
Outcome: WCB leaders will gain the expertise required to operate, govern, and sustain the Innovation Hub, reducing reliance on external vendors and embedding innovation capability internally.
Deliverable Materials
To support learning retention, project execution, and long-term internal capacity, the Contractor will be expected to provide practical, reusable tools and resources for the Program, including but not limited to:
•Lean Six Sigma concept one-pagers – concise, printable reference sheets that explain key concepts (e.g., 5S, value stream mapping, the eight types of waste, etc.)
•DMAIC process guidebook – a practical step-by-step reference to support employees leading or participating in DMAIC projects
•Checklists and templates – tools to support project planning, execution, and documentation (e.g., project charters, stakeholder analysis, control plans)
•Savings calculator – a structured tool (e.g., Excel-based) that allows project teams to estimate and document potential and realized financial and non-financial benefits of Lean Six Sigma initiatives
•Data analysis worksheets – Excel templates or guides that help employees apply analytical techniques taught during training
•Digital versions of all learning materials for easy sharing and internal reference
•Additional resources as proposed by the Contractor to enhance knowledge transfer and support Lean Six Sigma sustainability within the WCB
All materials should be visually clear, the WCB-appropriate, and designed for practical application by a range of roles and skill levels.
Ongoing Support and Annual Planning
The Contractor shall be expected to:
•Offer coaching and mentorship during Green and Black Belt project execution (e.g., check-ins, milestone reviews, troubleshooting)
•Collaborate with the WCB leadership, upon request, annually to recommend and plan the training mix for the upcoming year, based on uptake, outcomes, and strategic priorities
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor shall possess the following qualifications:
a)A minimum five (5) years of experience delivering Lean Six Sigma training;
b)Extensive knowledge and experience with Lean Six Sigma;
c)Knowledge and experience working with similar/or like organizations;
d)Demonstrated ability to delivering and executing Yellow, Green and Black Belt training; and
e)Facilitators possess American Society for Quality (ASQ) certification
Preference may be given to a Vendor that has experience working with the WCB and/or other worker compensation boards in Canada.
The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):
a)Change management integration
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers' compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided either onsite at the WCB's facilities or remotely, as may be determined solely at the discretion of the WCB. The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the absolute discretion of the WCB. The Vendor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The WCB makes no guarantee of the value or volume of Services to be performed. The Agreement to be negotiated with the selected vendor will not be an exclusive contract for the provision of the Services. The WCB may contract with other parties of choice for same or similar Services or may obtain such Services internally.
It is expected the Services will be required for an initial period of three (3) years with a preferred start date of February 16, 2026. The WCB shall have an irrevocable option to further extend the Services with any Contractor (but not required to extend with all Contractors) for two (2) additional periods of up to one (1) year each on the same terms and conditions and fees.
The Services shall be requested by the WCB on an "as needed" basis and the WCB makes no representation to guarantee any minimum amount of work will be assigned to the Contractor via a subsequent statement of work (the "SOW").
The WCB expects the Contractors to provide quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement and subsequent SOW if the respective Contractor field or proposes inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
The Services expressed in SOWs remain subject to the terms and conditions, including the hourly rates, agreed to in the respective Contractor's Agreement with the WCB.
