2025-03-4274-P - Life Safety - Fire Alarm system, Legislative Building

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Projects Planning and Delivery (“CPPD”) to prospective contractors to submit proposals for the replacement and upgrade of the Legislative Building Fire Alarm System as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). 

In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.

Submissions which propose the use of subcontractors based in the United States will be automatically disqualified

The work is being done in on all levels of the Manitoba Legislative Building located at 450 Broadway, Winnipeg Manitoba. The Scope of Work includes, but is not limited to, the supply installation and commissioning of a new fire alarm system, addition of conduit for future projects and the removal of all conduits, wire and devices from the existing fire alarm system. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

A mandatory site visit has been scheduled as follows:
Location: 450 Broadway Ave, Winnipeg – North entrance Lobby
Date and Time: June 3, 2025 1:00 PM local time

Attendance of subcontractors is not mandatory, but subcontractors are welcome and encouraged to attend the site visit.
Attendess are to enter using the North Entrance at 450 Broadway Ave, Winnipeg, MB with sufficient time to clear security prior to the site visit.

Proponents are to pre-register by email to the project manager at donal.allen@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is noon of the business day June 2, 2025 .
Attendees at the site visit will be required to sign the site attendance sheet.

 Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing

Deadline for questions June 11, 2025. All questions must be submitted to the RFP Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is June 19, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
