The WCB is inviting your firm to submit a Proposal for the following: to support and design the implementation of market-priced salary scales for technical roles across multiple disciplines within the WCB including information technology, business intelligence, and project management and delivering a comprehensive solution that support both initial design and long-term sustainability, as further described in this RFP and in accordance with the Instructions to Vendors.
Description of Services
The Contractor will be required to:
a) Conduct market salary research using published compensation survey sources, to design a competitive, data-driven salary structure for up to 35 technical roles. The resulting recommendations should present multiple design options for salary ranges that align with the organization's compensation philosophy, bargained letter of understanding and existing pay practices.
b) Propose a robust, transparent methodology for salary scale and salary structure development; address the treatment of hard to benchmark roles.
c) Conduct statistical analysis of findings and prepare a comprehensive report that at a minimum includes:
(i) Methodology of the review;
(ii) Market results;
(iii) Quality of the matches;
(iv) Salary data, such as but not limited to, average actual base salary, salary range maximum and variable pay;
(v) Geographic modifier for any data outside of Manitoba;
(vi) Recommendations for the technical position pay grade structure; and
(vii) Aging factor (if applicable)
d) Prepare and present, for approval by the WCB, a detailed project plan of activities including key milestones, timelines, data sources, and comparator group.
e) Provide guidance on how to ensure the salary data collected is appropriately aged to reflect 2026 market conditions, for implementation in 2027.
f) Outline a sustainable process for formal salary scale refresh reviews and updates every 2 years.
g) Provide a framework for developing or assigning salary bands to new or changed technical roles introduced between formal refresh cycles.
h) Deliver documentation and knowledge transfer sessions to equip the WCB's HR and Total Rewards team with a clear understanding of the proposed methodology.
i) Provide toolkits or supporting materials to facilitate internal application process and decision-making post implementation.
j) Recommend strategies for engaging stakeholders (Operational leadership, Union, Finance) throughout the process to ensure shared understanding.
k) Suggest and provide communication materials or strategies that can help clearly convey the rationale and structure of the market priced salary scales to internal audiences.
The Vendor shall have experience and knowledge with the following:
-Extensive knowledge and experience in conducting competitive salary surveys and reviews for public organizations that will include a variety of technical positions;
-Extensive knowledge and experience creating salary structures and market priced salary scales in unionized environments;
-Access to and ability to use published, comprehensive market data as the primary source of information; and
-Project management methodology and tools to support the market review process.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The WCB requires the Contractor to deploy quality and seasoned resources to provide the services. The WCB shall reserve the right to terminate the Agreement if the respective Contractor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services are expected to commence in January 2026, with a preferred start date of January 19, 2026, and be completed no later than October 31, 2026. A draft of the comprehensive report must be submitted to the WCB by April 30, 2026, allowing sufficient time for stakeholder review, validation, and knowledge transfer activities.
The final selection of resource personnel may be subject to an in-person interview conducted by the WCB prior to awarding the contract to the Contractor.
