Description

The WCB is inviting your firm to submit a Proposal for the following: To provide Water Testing Services for the WCB office facility located at 333 Broadway in Winnipeg, Manitoba, which will include, but be limited to, testing chemical levels for corrosion control, conductivity, alkalinity/ph, biological control, glycol strength and biological control in systems such as boilers, heat pumps and fluid coolers. Testing of domestic hot water systems will also be done for bacterial levels.

Description of Services

The Contractor shall provide water testing services for the WCB office facility at 333 Broadway, Winnipeg, Manitoba. The Services shall include, but not limited to:

a) Testing chemical levels for corrosion control, conductivity, alkalinity/pH, biological control, and glycol strength in systems such as boilers, heat pumps, and fluid coolers.
b) Testing domestic hot water systems for bacterial levels.

The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.

The Vendor must have experience and knowledge with the following:

a) Ten years' experience in the mechanical water testing field.
b) The appropriate resources to be able to manage the Contract.

The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.

The WCB requires the Successful Vendor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Vendor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.

Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.

The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.

It is expected the Services will be required for an initial period of five (5) years with a preferred start date of March 30th, 2026.

Mandatory Onsite Visit

Vendors must attend onsite for an inspection of the WCB's Mechanical Systems at its head office located at 333 Broadway ("Compulsory Onsite Visit"). There is only one (1) time slot available Wednesday, February 25th, 2026. (Commencing at 11:00 a.m. MB time), starting in the main lobby of 333 Broadway. Due to restricted access throughout the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors must confirm their attendance with Ray Daumler, Director, Administration (204-954-4444), if they plan to attend.
