This Request for Proposals (“RFP”) is an invitation by the Garden Valley School Division (“Owner”) to prospective proponents to submit proposals for the Roof
Replacement at Garden Valley Collegiate TEC in Winkler, Manitoba (the“Work”).
The Owner requires the services of a Contractor to complete the Scope of Work as outlined in the Specifications and Drawings included herein.

The Consultant is administering this RFP process on behalf of the Owner. For the purposes of this procurement process, the “RFP Contact” will be:

Deadline for Questions 5 business days before closing 4:00 PM local time
Deadline for Issuing Addenda 3 business days before closing 4:00 PM local time
Submission Deadline May 26, 2025 at 2:00:00 PM local time
Rectification Period 1 business day after closing
Anticipated Ranking of Proponents 3 business days after closing
Concurrent Negotiation Period 10 business days
Direct Negotiation Period 5 business days
Anticipated Execution of Agreement 30 days after Submission Deadline date
The RFP timetable is tentative only and may be changed by the Owner at any time. For greater clarity, business days means all days that Manitoba is open for business.
Site Visit/Pre-Bid Meeting
An optional site visit/pre-bid meeting has been scheduled as follows:
Location: 359 Manitoba Road, Winkler, MB
Date and Time: May 12, 2025 at 2:00 PM local time
Attendance will be confirmed and recorded.
If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.
Proponents are not entitled to rely on information received from the Owner, Manitoba, or the Owner’s representatives or other third parties at the site visit/pre-bid meeting unless the RFP Contact has provided the information in writing.

Proposals must be submitted through MERX Electronic Bid Submission (“EBS”) System, the electronic tendering systems used by the Owner.
No other form of Proposal submission will be accepted.
