The WCB is inviting your to submit a Proposal for the following: To conduct a review and recommend enhancements to the WCB's organization structure and enterprise operating model, ensuring alignment with the WCB's strategic focus areas, industry best practices, and future leadership requirements, as further described in this RFP and in accordance with the Instructions to Vendors.
Description of Services
The WCB seeks a qualified vendor to conduct a review and recommend enhancements to its organization structure and enterprise operating model. The objective is to ensure alignment with the WCB's strategic focus areas, industry best practices, and future leadership requirements. The successful Vendor shall collaborate with the WCB to deliver actionable recommendations.
Current State Review - The successful Vendor shall perform a review of the existing organization structure and enterprise operating model. As part of this review, the successful Vendor shall:
a) Analyse the existing organizational structure and operating model, including individual mandates, the leadership structure, capability maturity levels and alignment with strategic objectives;
b) Identify and document key challenges and opportunities within the existing structure and operating model;
c) Compare the organizational structure and operating model against industry standards and leading practices for similar organizations.
d) Collaborate with the WCB to establish target design principles; and
e) Summarize its review findings.
Target Structure - Based on the review findings, the successful Vendor shall work collaboratively with the WCB to develop a target organizational structure and corresponding enterprise operating model. As part of this engagement, the Vendor shall:
a) Develop and present at least two optimized organizational structure options to the WCB's CEO for approval of the preferred option. Each option must, to the extent possible:
(i) align with the established target design principles;
(ii) adopt industry standards and leading practices for similar organizations; and
(iii) address the challenges identified in the current state review.
b) Based on the preferred options, facilitate a leadership session with the WCB's CEO to clarify priorities, define essential leadership capabilities and behaviours, refine the executive-level structure, and outline succession planning.
c) Map current WCB leadership roles to the selected organizational structure.
d) Deliver a comprehensive report detailing the new organizational design and actionable recommendations.
Role Development - Based on the select organization structure, the successful Vendor shall be responsible for developing role mandates and profiles. Specifically, the successful Vendor shall:
a) Define clear mandates for each leadership role in the future organizational structure;
b) Develop role profiles for all new positions and any roles that require significant revision; and
c) Document key considerations for future design levels and provide guidance for broader communication across the organization.
In completing the role development work above, the successful Vendor will focus its review and recommendations on those roles reporting directly to the WCB's CEO (i.e., enterprise level focus).
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The successful Vendor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The successful Vendor shall have experience and knowledge in following areas related to the Services:
Organizational Structure Design: Proven track record in designing and implementing effective organization structures;
Enterprise Operating Model: Demonstrated experience in developing and enterprise level operating models; and
Industry Best Practices: Familiarity with leading and best practices in organizational design and enterprise operating models across similar industries.
The successful Vendor shall include in their Proposal an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects reflecting the foregoing areas of required experience, familiarity and knowledge.
The successful Vendor shall not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Vendor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of 6 weeks with a preferred start date of January 12, 2026. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to 6 months. If additional work may be required, the WCB has the right to enter into an amending agreement to extend the duration of or expand the Services.
Vendors are not permitted to contact any employees, officers, or agents of the WCB for matters regarding this RFP, except in writing to the Agreement Administrator. Failure to adhere to this rule may result in the disqualification of a Vendor and rejection of its Proposal.
