The WCB is inviting your firm to submit a Proposal for the following: After business hours revenue collection, patrol, and supply of a parking meter pay station for the parking lot located adjacent to the WCB's head office facilities at 333 Broadway in Winnipeg, Manitoba.
Description of Services
The WCB requires the Contractor to manage the parking lot operations adjacent to the WCB's office facilities located at 333 Broadway in Winnipeg, Manitoba.
The Contractor shall manage the collection of gross revenues, provide physical patrol of the parking lot between 6:00 p.m. and 6:00 a.m. Monday through Friday, as well as during all weekends and holidays.
The Contractor shall supply, install, and maintain in good working order, a parking meter station that accepts multiple forms of payment including online, credit cards, bills/coins, and dispense change as required. The parking meter station shall also display customer assistance phone number which users can call at any time for assistance or to report a malfunction of the parking meter station.
The Contractor shall be responsible for any and all damage to the parking meter station, including but not limited to damage resulting from vandalism, vehicular traffic (including snow clearing machinery) and inclement weather.
The Contractor shall provide the WCB with a monthly statement detailing the following: (a) gross revenue generated from the parking lot operations, (b) management fee, including operating expenses and applicable taxes (GST/PST) charged and collected, and (c) a list of rates charged during the reporting period. On or before the 20th day of each month, the Contractor must submit the statement for the preceding calendar month along with a cheque for the net revenue from the parking lot operations. The monthly statement shall be provided in an electronic format compatible with the WCB's IT systems.
The WCB shall be entitled to all net revenue collected from the operation of the parking lot, and such revenue shall not be withheld by the Contractor for any reason.
Vendors must attend onsite for an inspection of the WCB's parking lot at its head office located at 333 Broadway ("Compulsory Onsite Visit"). There is only one (1) time slot available Wednesday, January 21st, 2026 (commencing at 11:00 a.m. MB Time) starting in the main lobby of 333 Broadway. Due to restricted access to the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Ray Daumler, Director, Administration (204-954-4444) if planning at attend.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Winnipeg, as applicable, unless otherwise agreed in writing.
No minimum contract value will be committed to and the WCB reserves the right to use other service providers offering similar or same services, as the WCB determines necessary in its unfettered discretion.
The Contractor must have a minimum of ten years' experience in third parking management of paid public parking lots in Winnipeg, Manitoba.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The WCB requires the Contractor to deploy quality and experienced resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the Contractor proposes or assigns inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
It is expected the Services will be required for a period of 5 years with a preferred start date of February 9th, 2026.
