This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective playground contractors to submit proposals for supply and installation of playground equipment as further described in Schedule A (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, this tender is only available to Canadian Proponents who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian Proponents, Manitoba may re-issue this tender at its sole discretion.

Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba, other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the Proponent and the rejection of the Proponent’s Submission.

An optional site visit has been scheduled as follows:

The playground lot is centrally located within the site of 130 and 150 Tuxedo Avenue, 205 and 225 Doncaster Street, and 215 Edgeland Boulevard, Winnipeg, Manitoba. Refer to the site photo.

Deadline for questions May 9, 2025. All questions must be submitted to the RFP Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is May 16, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
