D3. SCOPE OF SERVICES
D3.1 The Services required under this Contract shall consist of engineering consultancy
accordance with the following:
(a) Design temporary shoring to support the building structures at 242, 244, and 246 Princess
Street and ensure public safety until permanent repairs are completed.
(b) Assess, identify, and document all structural and building envelope defects and design remedial repairs to ensure compliance with relevant by-laws. Refer to Wolfrom Engineering Ltd’s
Building Condition Report, issued on February 22, 2022, and revised on March 7, 2022, for detailed information regarding the structural and building envelope issues. Address severe concerns such as
deteriorating exteriors, foundations, and roofs, as well as cracking and separation in masonry that allows moisture and weather elements to penetrate.
(c) Provide comprehensive documentation, including signed and sealed reports, construction drawings, and specifications, for all stabilization work required to address the severe structural and building envelope issues. Ensure that the interior and exterior are secure and compliant with relevant by-laws.
(d) The report shall include, but is not limited to, the following:
(i) Identification of structural defects and proposed remedial repairs.
(ii) CAD elevation drawings illustrating the locations and extent of deterioration and structural distress.
(iii) A summary report with photographs visually depicting observations and assessments of deterioration and needed repairs.
(e) Provide comprehensive consulting services for design, tendering, and contract administration, including all necessary activities to ensure the successful completion of the project.
(f) Provide fees and schedules for deliverables and support services in the following order of priority:
(i) Site Assessment
(ii) Construction Shoring Documents
(iii) Construction Remediation Documents
(iv) Shoring Tender and Shoring Construction Phase
(v) Tender and Construction Phase Services for the Remediation Phase
D3.1.1 The Services required under D3.1 shall be in accordance with the City’s Project Management Manual http://winnipeg.ca/infrastructure/asset-management- program/templates-manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset- management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being engaged by the City for their professional expertise; the Consultant shall bring to the Consulting Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates which the Consultant is of the opinion is not consistent with good industry practice.
D3.2 The following shall apply to the Services:
