Title: Professional Consulting Services for Condition Assessment of the Primary Line of Defence
D4. SCOPE OF SERVICES
D4.1 The Services required under this Contract shall consist of conducting a condition assessment of the entire PLD in accordance with the following:
(a) Program Management, as per D4.4;
(b) Program Development, as per D4.5;
(c) Data Collection, Review, and Initial Risk Assessment, as per D4.6;
(d) Geotechnical Investigation and Assessment Allowance for highest risk areas, as per D4.7;
(i) The Geotechnical Investigation and Assessment Allowance will be referred to as the Geotechnical Allowance;
(e) Hydraulic Review, as per D4.8;
(f) Final report, as per D4.9.
D4.1.1 The Services required under D4.4, and D4.5 shall be in accordance with the City’s Project Management Manual http://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset- management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being engaged by the City for their professional expertise; the Consultant shall bring to the Consulting Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates which the Consultant is of the opinion is not consistent with good industry practice.
D4.2 The following shall apply to the Services:

(c) Best Management Practices Handbook for Activities in and Around the City’s Waterways and Watercourses (2005)
D4.3 The funds available for this Contract are $750,000.00
(a) The Geotechnical Investigation and Assessment Allowance is included in the total funds available for the contract.
(i) The Geotechnical Investigation and Assessment Allowance will be $450,000.00, as per B8.1(d).
D4.4 Program Management
D4.4.1 The Successful Consultant will be responsible for project reporting and support to the City’s Consulting Contract Administrator in accordance with the City of Winnipeg’s Project Management Manual and templates.
D4.4.2 Develop, host, and maintain a Microsoft SharePoint site (SharePoint) that is updated with reports, plans, or data as required, for City review. The Consultant is responsible for providing key Project staff (Consultant, and City) access to SharePoint.
D4.4.3 Arrange for regular bi-weekly job meetings through Microsoft Teams, as required, and provide minutes of all meetings within seven (7) calendar days of the meeting.
D4.4.4 A maximum of 80% of the total fee for the “Project Management” task will be paid prior to the acceptance of the draft report. The remaining 20% of the payment will be made upon acceptance of the final report.
D4.5 Program Development
D4.5.1 Meet with Stakeholders and identify the general strategy for completing the project. D4.5.2 Review the entire length of PLD to be inspected (Appendix A) and create an Inspection Work Program.
D4.5.3 Perform a general site investigation and identify any locations with access issues, for example private properties and gated areas.
D4.5.4 Refine the project schedule.
D4.5.5 A maximum of 80% of the total fee for the “Program Development” task will be paid prior to the acceptance of the draft report. The remaining 20% of the payment will be made upon acceptance of the final report.
D4.6 Data Collection, Review, and Initial Risk Assessment
(a) Review of pertinent background information including LiDAR data, aerial photography, existing reports, and photo library.

(iii) Existing City Reports and Drawings (Assume up to 20 reports) to be provided after contract award. Availability determined upon request (e.g. Geotechnical information from outfall rehabilitations, bridges, road rehabilitations etc…).
(iv) The 2002 UMA/KGS Group Technical Memorandum: “Flood Activity/Emergency Manual Primary Dike Breach Analysis” is available upon request to the Consulting Contract Administrator, prior to award, after completion of a Non-Disclosure Agreement (Appendix B). The 2002 technical memorandum will be released at the sole discretion of the City.
(b) Secure utility locates for any subsurface works.
(c) Undertake a field program including site reconnaissance, survey, bathymetric surveys as required.
(d) Rating scale development;
(i) To be provided in tabular form and on a colour coded map.
(ii) To be finalized in the final report as per D4.9.1(a), with consideration of findings from section D4.7.
(e) In consultation with City of Winnipeg stakeholders, develop mutually agreed-upon criteria for the project.
(f) Summary report of at-risk areas to be investigated further under D4.7.
(i) The summary report shall summarize findings from the data review and the initial risk assessment.
(ii) The summary report will be used as a basis to prioritize sites for additional investigations under D4.7.
D4.7 Geotechnical Investigation and Assessment Allowance
D4.7.1 The general requirements for the Geotechnical Investigation and Assessment Allowance are as follows:
(a) The Consultant shall include in Form P: Person Hours the hourly rates of all individuals proposed for this project as well as other staff by discipline and level. (e.g. Senior Engineer, Intermediate Engineer, Junior Engineer, Technologist, Draftsperson, Clerical, etc). These rates will be used for the Geotechnical Allowance.
(b) If a member of the Consultant’s staff is not listed by name on Form P, when that staff member is proposed for work under the Geotechnical Allowance, the Geotechnical Allowance proposal must include a resume of not more than two (2) pages so the City may verify the category the staff member is being proposed for.
(c) The Consultant shall apply a maximum of ten (10) percent markup on all work performed by a Sub Consultant.
(d) Expenditures (Ex: Drilling, Laboratory Testing, Surveys, etc…) under the Geotechnical Allowance must be authorized by the City’s Consultant Contract Administrator.
(e) Where the actual cost of performing the services under the Geotechnical Allowance is less
than the amount of the Geotechnical Allowance, the City will be credited for the unexpended portion
of the Geotechnical Allowance.
(f) The Contract price will be adjusted by written order to provide for a difference between the amount of the Geotechnical Allowance and the actual cost of the work.
(g) The City reserves the right to delete any or all of the Geotechnical Allowance from the Contract if the Work intended to be covered by the Geotechnical Allowance is not required, or if the Works intended are found to be more extensive than the provisional Geotechnical Allowance.
D4.7.2 Geotechnical investigations and assessments shall be considered for the highest risk areas of the PLD in order of priority, as defined by the successful proponent as per D4.1(c).
(a) Areas for consideration may include, but not limited to those identified in D4.7.6
(b) Additional areas, beyond the scope of this geotechnical allowance, shall be noted in the final report and contain recommendations for future consideration (ex: re- inspection timeline, recommendations on continued monitoring, etc…)
D4.7.3 Geotechnical investigations shall be sufficient to evaluate the stability of the slopes along the riverbank and the PLD considering both existing and proposed (i.e. conceptual remediation plan of highest risk areas) conditions. Analysis shall be performed on several cross-sections representative of the range of topographic and subsurface conditions. The analysis shall take into account the available monitoring data and observed conditions.
D4.7.4 Work under this task to consider the following work associated with the geotechnical investigations including, but not limited to:
(a) reviewing existing geotechnical information including:
(i) Reports, borehole logs, etc….
(b) procurement of a drilling contractor;
(c) verifying that contractor has all necessary utility locates and work permits;
(d) supervision of the investigation activities by qualified personnel;
(e) collection and testing of samples;
(f) purchasing and installing instrumentation;
(g) instrumentation monitoring;
(h) analysis and conceptual remediation design; and
(i) preparation of a Geotechnical Report for each location that summarize all activities under
D4.7.
D4.7.5 A fee proposal for each identified location must be provided to the Consultant Contract Administrator for approval prior to commencement of work at each site. The fee proposal for expenses related to the geotechnical investigation shall include all items of work identified under D4.7.4.
(a) The proposed geotechnical investigation shall be sufficient to conduct a risk assessment of each section and to develop a conceptual remediation plan.
D4.7.6 Known sections of the PLD to be considered for further investigation which can include recommendations for either permanent remediation options or a temporary dike raise plan to address site specific conditions.
(a) D’Arcy Dr north of U of M Southwood Lands
(b) Between Abinojii Mikanah and Adamar Rd
(c) Access Rd behind the St. Boniface Hospital (retaining wall structures)
(d) Between Waterfront Dr and Higgins Av (consideration given to re-alignment options)
(e) Parallel to Avondale Rd between Des Meurons St and Egerton Rd
(f) Tie-in points with rail embankments where the potential for seepage may exist (including but not limited to the Bergen Cut-Off, Archibald St at Mission St etc…)
D4.8 Hydraulic Review
(a) Perform a hydraulic review to determine seasonal water levels, as may be required for consideration in slope stability analysis.
(i) Hydraulic review to be performed using the City’s HEC-RAS models to determine water levels (Flood levels, Normal Water Levels, Winter Water Levels) at investigated sites.
D4.9 Final Report
D4.9.1 Provide a draft Final Report, in MS Word format, discussing the overall condition of the PLD and areas of concern. Provide two (2) hard copies and one (1) digital copy of
the draft report to the Consulting Contract Administrator in accordance with the Critical Stages
listed in D12. Draft report will, at a minimum include:
(a) Finalize the rating scale system to summarize the overall condition of the PLD by length and segment, to be shown in tabular form and colour coded on a map.
(b) Report on changes between the current inspections and the condition indicated in the 2002 UMA/KGS Group technical memorandum, where applicable, including factors affecting the changes.
(c) A summary of all obstructions and non-approved structures within private property shall be noted and documented in the final report. This shall include photos, size, geographic location, construction type (foundation, materials etc…), and any notes on the risk to temporary raises of the PLD the obstruction may cause.
(d) Provide a summary of the geotechnical assessments and potential rehabilitation work or other alternatives for each identified area of concern.
(e) Include a discussion of lessons learned and recommendations for future monitoring/inspections and condition assessment contracts.
D4.9.2 Incorporate City review comments into a final report. Final report should be submitted 1 month after Consultant receives City comments on draft report. Provide four (4) hard copies and one (1) digital copy of the final report to the Consulting Contract Administrator in accordance with the Critical Stages listed in D12.
D4.9.3 Hand deliver (in person) two (2) hard drive inspection media to the Consulting Contract Administrator.
D4.9.4 The Consultant shall provide a final presentation of the results, along with lessons learned, following the completion of the Final Report.
