Full Title: Professional Consulting Services for Design & Installation of Hearing Loop System in Various Public Facilities.
D2. SCOPE OF WORK
D2.1 The Work to be done under the Contract shall consist of Design and Installation of
Hearing Loop System in various Public Facilities in Winnipeg.
D2.1.1 The City may negotiate the extension option with the Contractor within ninety
(90) Calendar Days prior to the expiry date of the Contract. The City shall incur no liability to
the Contractor as a result of such negotiations.
D2.1.2 Changes resulting from such negotiations shall become effective on 2026 of the
respective year. Changes to the Contract shall not be implemented by the Contractor without
written approval by the Contract Administrator.
D2.1.3 Bidders are advised that, in future, the City may be participating in
collaborative procurement initiatives with other levels of government. Accordingly, extensions to
this Contract may not be exercised.
D2.2 The major components of the Work are as follows:
(a) The hearing loop system shall be designed and installed at service counters in public
buildings in Manitoba to facilitate accessible communication for individuals with hearing
impairments, in accordance with the Winnipeg Accessibility Design Standards. The pilot project will
start with locations as listed below:
(a) 25 Poseidon – Pan Am Pool – Main Reception Desk
(b) 25 Poseidon – Pan Am Pool – Main Reception Desk
(c) 170 Goulet – 311 Customer Service Counter (Accès–Access Saint-Boniface)
(d) 2055 Ness – St. James Civic Centre – Main Reception Desk
(e) 245 Smith – Police Headquarters – Entrance Kiosk
(f) 245 Smith – Police Headquarters – Cashier
(g) 245 Smith – Police Headquarters – Civilian Customer Service
(h) 245 Smith – Police Headquarters – Police Officer Service
(i) 251 Donald – Millennium Library – Circulation Desk (Main Floor)
(j) 251 Donald – Millennium Library – Reader Services Desk (Main Floor)
(k) 251 Donald – Millennium Library – Special Events Desk (2nd Floor)
(l) 251 Donald – Millennium Library – Transit Customer Service Counter

(b) The system design, installation, and operation shall comply with the following standards
and regulations:
(a) Manitoba Building Code (MBC 2024)
(b) Manitoba Accessibility Standard for Customer Service
(c) Winnipeg Accessibility Design Standards
(d) Canadian Standards Association (CSA C22.1:21) Standard CAN/CSA-CISPR 32 for electromagnetic
compatibility of multimedia equipment
(e) International Electrotechnical Commission (IEC) Standard 60118-4 for audio- frequency
induction loop systems
(c) System Components:
(a) Induction Loop Amplifier:
(i) Shall be a modern, high-quality induction loop amplifier.
(ii) Shall have adjustable gain and frequency response settings.
(b) Loop cable shall be installed discreetly around the service counter area to provide coverage
for individuals conducting transactions.
(c) A Microphone shall be strategically placed at the service counter to capture speech clearly.
(d) Hearing loop receivers shall be compatible with a wide range of hearing aids and cochlear
implants equipped with telecoils (T-coils), ensuring accessibility for all users.
(d) Design and Installation:
(a) Loop cable shall be installed around the service counter area, ensuring coverage for
individuals conducting transactions.
(b) Installation shall include calibration using the appropriate test signals and a Field
Strength Meter.
(c) A dedicated duplex power outlet shall be installed near the service counter for the
exclusive use of the hearing loop system, clearly indicated with signage. City electrician to
provide electrical scope of the work.
(d) Signage shall be installed at the service counter to indicate the availability of the hearing
loop system, facilitating easy identification for individuals with hearing impairments, to meet
City of Winnipeg Accessibility Design and Signage Standards.
(e) A Certificate of Conformity to the IEC 60118-4:2015 Standard shall be supplied by the
installation contractor.
(e) The hearing loop system shall be compatible with a wide range of hearing aids and cochlear
implants equipped with telecoils (T-coils), ensuring accessibility for all users.
(f) Testing and Commissioning:
(a) Upon completion of installation, the system shall be thoroughly tested and commissioned to
verify compliance with performance requirements.
(b) Testing shall include verification of audio quality, coverage area, and compatibility with
hearing aids and cochlear implants.
(g) Maintenance and Support:
(a) The consultant shall provide ongoing maintenance and support services, including routine
inspections, adjustments, and troubleshooting for one year.
(b) Training shall be provided for staff members responsible for operating and maintaining the
system.
(h) Documentation:
(a) The supplier shall provide comprehensive documentation, including user manuals, technical
specifications, and maintenance guidelines.
(b) As-built drawings and system configurations shall be provided upon completion of
installation.
D2.3 The Work shall be done on an "as required" basis during the term of the Contract.
D2.3.1 The type and quantity of Work to be performed under this Contract shall be as
authorized from time to time by the Contract Administrator and/or Users.
D2.3.2 Notwithstanding C7.4, the City shall have no obligation under the Contract to
purchase any quantity of any item in excess of their actual operational requirements.
D2.4 Notwithstanding D2.1, in the event that operational changes result in substantial
changes to the requirements for Work, the City reserves the right to alter the type or quantity of
work performed under this Contract, or to terminate the Contract, upon thirty (30) Calendar Days
written notice by the Contract Administrator. In such an event, no claim may be made for damages
on the ground of loss of anticipated profit on Work.
D2.5 The funds available for this Contract are $50,000.00.
