D4.1 The Project consists of Regional Street Renewals on University Crescent.
D4.2 The planned treatment for each location, the project budgets, calculated based on the respective treatments, and the assumed construction working days, provided for planning and bidding purposes, are as follows:
D4.2.1 In general, the scope of the Project is to execute the Regional Street Renewal project locations in D4.2, within the annual cash-flow limitations in D3.8.
D4.3 The Consultant is expected to complete the Preliminary Design of all locations listed in D4.2, including:
(a) Class 3 estimates for all locations;
(b) Preliminary scheduling and staging plans for all locations, minimizing impacts to the travelling public and local businesses, schools, and residents.
D4.4 As part of the Preliminary design phase the Consultant is expected to prepare Functional Designs for four alternatives related to the requirements of the PCS.
(a) Alternatives;
(i) Multi-use path facility along the east boulevard of University Crescent;
(ii) Combination of sidewalk and bi-directional bike path facility along the east boulevard of University Crescent;
(iii) Multi-use path facility along both the east and west boulevards of University Crescent;
(iv) Combination of sidewalk and bi-directional bike path facility along both the east and west boulevards of University Crescent;
(b) Prepare multiple Functional Design options and evaluate through a set of criteria before determining a preferred design that will set the foundation for effective progression of future design and construction of the facility.
(c) Of each of the alternatives, examine and document implications, advantages, and disadvantages, prepare Class 5 cost estimates.
(d) Consider any recommended crossing controls with each option.
(e) Provide recommendations for short term implementation, and ultimate build out.
(f) Advance the recommended short-term functional design to be included in the 2021 Detailed Design
(g) Advance the recommended ultimate build-out design to Preliminary design level.
D4.5 At the completion of the Functional design requirements in D4.4, Stakeholder engagement as outlined in D4.14 will commence prior to preliminary design of the protected bike facility.
D4.6 Preliminary Design (class 3 estimate) is to be developed that considers the feedback of stakeholders, balances the benefits and cost implications.
(i) The design will remove the Pedestrian corridor south of Markham Road and design a signalized intersection at Markham Road and University Crescent. This design will consider best practice in active transportation.
(ii) The design will make improvements to the intersection of Chancellor Mathison and University Crescent including accommodate active modes in a north south crossing on the west side. The need, benefit and appropriateness of the SB – WB turn channel will be evaluated to consider removal to better accommodate pedestrians and cyclists.
(iii) Other improvements for active transportation will be recommended and considered by the City.
D4.7 At the completion of the Functional design and the Stakeholder engagement prepare and submit a functional design report consolidating all finding for the four alternatives including a summary of public consultation findings.
D4.8 Further to D4.3, following Preliminary Design, Detailed Design will proceed as per the established schedule, approved by the Project Manager.
D4.9 Assumptions to be carried for the Project include:
(a) It is not expected that any construction will occur in 2020;
(b) It is expected that all construction will be completed by the end of 2022;
D4.10 Further to D4.3 and D4.7, and without limitation to the detailed scope of services outlined throughout D4, it is expected that key issues will include (but are not limited to):
(a) Traffic management (section D4.15(a));
(b) Coordinate access with schools within the project limits;
(c) Coordination with utilities;
(d) Coordination with underground projects (section D4.15(b));
(e) Coordination with the Winnipeg Parking Authority;
(f) Coordination with Winnipeg Blue Bomber Home Games and Investor Group Field Concerts events for work hour restrictions and route planning.
(g) Coordination with University of Manitoba;
(h) Coordination with Manitoba Marathon;
(i) Coordinating with individual fronting businesses and residences, in advance of and during construction;
(j) Coordination with development projects, events, festivals; and
(k) Public information preparation/coordination during construction.
D4.11 The Services required under this Contract are identified below:
(a) Preliminary Design Services as outlined in D5;
(b) Detailed Design Services (including Tender Preparation) as outlined in D5.3;
(i) design and specification development;
(ii) drawing preparation;
(iii) procurement process.
(c) Contract Administration Services as outline in D7;
(d) Post-Construction Services as outlined in D8.
D4.12 Within the Project phases in D4.8, the Consultant may be required – depending upon location and technical scope of services – to conduct site investigation services, materials testing services, geotechnical services, Underground Structures acquisitions, pipeline loading assessments, ground-penetrating radar inspections, and/or closed circuit television (CCTV) sewer inspection and sewer assessment.
D4.12.1 Notwithstanding C8, Fees for Subconsultants engaged to perform services in D4.12 shall be payable as invoiced by the Subconsultant, plus an allowed handling fee of 5%.
D4.12.2 Consultant Fees for supervision of Subconsultants required to perform any services in D4.12 shall be included in the Consultant’s fees.
D4.13 Further to D4.1 and D4.2, the University Crescent street renewals include:
(a) University Crescent SB - Pembina Hwy to Chancellor Matheson Rd:
(i) Rehabilitation;
(ii) Coordination required with Transportation Division for geometric improvements;
(iii) Coordinate removal of approach into the Southwood Golf Club property with property owner;
(iv) Coordination with W&WD is required and confirmation of 2020 sewer liner installation at Thatcher Drive is complete; and
(v) Coordination required with Traffic Signals for the adjustment of the pedestrian corridors and traffic signals as required.
(b) University Crescent NB - Pembina Hwy to Chancellor Matheson Rd:
(i) Reconstruction;
(ii) Pavement design brief required;
(iii) Consider rehabilitation when appropriate;
(iv) Coordination required with Transportation Division for geometric improvements;
(v) Coordinate improvements to the existing facility for inclusion of an AT pathway, Refer to T-Drawing, T-3572;
(vi) Coordinate improvements to the Dysart Intersection, Refer to T-Drawing, T-3417;
(vii) Coordinate removal of approach into the Southwood Golf Club property with property owner;
(viii) Overhead Sign Structure
(i) Coordinate with the Bridge Planning and Operations Branch on all aspects of the work.
(ii) The existing full span overhead guide sign (Bridge Branch structure number S-657) including existing aluminum balanced barriers shall be removed, and piles abandoned below grade. The overhead sign support structure and aluminum balanced barrier to be salvaged and delivered to the Bridge Yard.
(iii) Coordinate removal and salvage of existing two guide sign panels (2) and connecting brackets. The sign panel over through-lanes (to NB Pembina) to be
