This Request for Proposals (the “Solicitation”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, to prospective Vendors to obtain Submissions for the Provision of Indigenous Early Learning and Child Care (ELCC) Policy Framework Consulting Services as further described in Section A of the Solicitation Particulars (Appendix A) and Appendix B – Scope of the Deliverables.
For the purposes of this solicitation, IPI Mandatory Participation will apply.
For this procurement, condition(s) indicated in the solicitation specifies a portion of the contract, as determined by the Vendor, must be provided by an Indigenous Business.
• Indigenous Business participation includes the use of Indigenous Business(es), partnerships, and/or subcontractors.
In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian Vendors who have submitted compliant Submissions meeting all essential requirements of the Solicitation. Manitoba may re-issue this Solicitation at its sole discretion
