2025-60-7803-P - Provision of Life and Safety Systems Upgrade, 1585 Notre Dame Avenue, Winnipeg

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation. (“Owner”) to prospective proponents to submit proposals for life and safety systems upgrade as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in a four-building, three storey residential apartment complex with 55 units. Work site location will be occupied during construction.

Preferences:
(a) In consideration of Manitoba’s procurement policies and applicabletrade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are
received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.
(b) Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
(c) Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a U.S.-manufactured product has been proposed. The alternative product shall
be sourced from Canada or a non-U.S. jurisdiction and must be equivalent in quality and performance to the originally specified product.Any cost variances shall be substantiated with supportingdocumentation, including invoices and receipts.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact,concerning matters regarding this RFP. Failure to adhere to this rule may
result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:

Proponents are to meet at 1585 Notre Dame Avenue, Winnipeg, MB priorto 10:00AM to sign the site attendance sheet. Proponents are to pre-register by email to the project manager at Allen.Samson@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions September 12, 2025. All questions must be submitted to the Contract Administrator at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is September 23, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
