D2. SCOPE OF WORK
D2.1 The Work to be done under the proposed Contract shall consist of commercial and industrial plumbing service which includes the installation, maintenance, repair, replacement and project-based upgrades of plumbing systems, including but not limited to piping, fixtures, drainage systems, and water heating equipment. provision of plumbing services for the City of Winnipeg for the period from September 1, 2025, until August 31, 2028.
D2.1.1 The City may negotiate the extension option with the Contractor within ninety (90) Calendar Days prior to the expiry date of the Contract. The City shall incur no liability to the Contractor as a result of such negotiations.
D2.1.2 Changes resulting from such negotiations shall become effective on September 1 of the respective year. Changes to the Contract shall not be implemented by the Contractor without written approval by the Contract Administrator.
D2.2 The major components of the Work are as follows:
(a) Plumbing System Maintenance & Repair
(i) Maintenance & Emergency Repair services for water heaters, boilers, and industrial water treatment systems, including the repair or replacement of leaking pipes, fixtures, seals and fittings.
(ii) Fix or replace malfunctioning fixtures such as toilets, sinks, faucets, and showers, which may include fixing leaks, low pressure, or broken components.
(iii) Inspection of pipes for leaks, corrosion, and deterioration, and performing necessary repairs in pipes, water meters, pressure regulation valves, and hose bibs.
(iv) Inspection & Regularly cleaning of grease traps.
(v) Cleaning and clearing of drains, pipes, and sewer lines, including the use of high-pressure water jetting or mechanical rodding equipment.
(vi) Testing & inspection of backflow prevention devices and ensuring compliance with regulations.
(vii) Troubleshooting and resolution of issues related to water pressure, flow, or heating systems.
(viii) Repair of water heaters, boilers, and commercial kitchen equipment, including faucets, toilets, and drainage systems.
(ix) Replacement and repair of industrial plumbing components such as sump pumps, grease traps, and pressurized systems.
(x) Addressing blockages or clogs in plumbing systems, including sewer lines, drains, and grease interceptors, including using rooters or hydro-jetting services to clear obstructed pipes.
(xi) Inspect, clean, or replace check valves, isolation valves, and pressure relief valves as necessary to ensure smooth operation and safety.
(xii) Sediment and Mineral Build-up Removal including flushing of water heaters, boilers, and water supply lines to remove sediment, scale, and mineral deposits that can affect efficiency or cause corrosion.
(xiii) Filter and Valve Maintenance: Clean or replace filters in water filtration systems, hot water tanks, or other equipment to maintain water quality.
(xiv) Water Heating Equipment: Inspect boilers, water heaters, and associated systems for proper functioning. Test temperature settings, check venting, and ensure no scale build-up that could affect efficiency.
(xv) Camera and Scoping Services: Use of video camera inspection tools to scope plumbing lines, detect blockages, identify damaged or deteriorating pipes, and verify the condition of sewer and drainage systems.
(b) Project Work (Installation, Replacement & Upgrades):
(i) New Plumbing System Installation: Install complete plumbing systems, including water supply, drainage for new buildings or facility expansions.
(ii) Fixture and Equipment Upgrades: Replace and upgrade fixtures and plumbing equipment (e.g., faucets, sinks, water heaters, backflow preventers) to meet updated codes, improve efficiency, or support operational changes.
(iii) Piping System Replacement: Remove and replace aging or corroded piping systems, including copper, galvanized, PVC, CPVC, or PEX, to improve flow and prevent future failures.
(iv) Grease Interceptor and Drainage Projects: Install or upgrade grease interceptors and drainage infrastructure to support commercial kitchens and food-processing operations.
(v) Commercial Water Heating Projects: Install high-capacity water heaters, boilers, or tankless systems sized for commercial and industrial demands, including associated pumps, mixing valves, and venting systems.
(vi) Plumbing System Reconfiguration: Modify or reconfigure plumbing systems to accommodate facility renovations, layout changes, or process requirements.
(vii) Commissioning and Testing: Conduct full start-up, performance testing, and compliance verification of newly installed plumbing systems or components.
D2.3 The Work shall be done on an “as required” basis during the term of the Contract.
D2.3.1 The type and quantity of Work to be performed under this Contract shall be as authorized from time to time by the Contract Administrator and/or designate.
D2.3.2 Notwithstanding C7.4, the City shall have no obligation under the Contract to purchase any quantity of any item in excess of its actual operational requirements.
