Description

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective proponents to submit proposals for the supply and install of a granular paving at the site of a future maintenance yard as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in Spruce Woods Provincial Park, located approximately 12 km north of Glenboro, Manitoba. The project site is adjacent to a lagoon and is accessed by local roads. Work site location will not be occupied during construction; however, a staff bunkhouse is directly west of the site. Pedestrian and vehicular traffic should be safely managed during construction activity.

Preferences

In consideration of Manitoba’s procurement policies and applicable trade agreements, this tender is only available to Canadian proponents who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian proponents, Manitoba may re-issue this tender at its sole discretion.
Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a U.S.-manufactured product has been proposed. The alternative product shall be sourced from Canada or a non-U.S. jurisdiction and must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional, virtual pre-bid meeting has been scheduled as follows:

Proponents are to pre-register by email to the project manager at marie.etcheverry@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day September 25, 2025

Attendance at the pre-bid meeting will be confirmed and recorded.
If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.
Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the pre-bid meeting unless the RFP Contact has provided the information in writing.

Deadline for questions October 2, 2025. All questions must be submitted to the RFS Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 9, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
