Description

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Projects Planning and Delivery (“CPPD”) to prospective contractors to submit proposals for Fire Alarm Control Panel Replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

Preferences:

In consideration of Manitoba’s procurement policies and applicable trade agreements, this tender is only available to Canadian proponents who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian proponents, Manitoba may re-issue this tender at its sole discretion.
Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a U.S.-manufactured product has been proposed. The alternative product shall be sourced from Canada or a non-U.S. jurisdiction and must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:

Proponents are to meet at 401 York Avenue, Winnipeg, MB prior to 10:00 AM to sign the site attendance sheet.

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.

Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions October 16, 2025. All questions must be submitted to the RFS Contact at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 23, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
