30453 - Provision of Services for Legislative Building Exterior Lighting Upgrade

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) to prospective Contractors to submit proposals for Legislative Building Exterior Lighting Upgrade as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

The work is being done at 450 Broadway, Winnipeg, MB. The work site location will be fully occupied during construction. The Scope of Work includes, but not limited to, a comprehensive lighting upgrade covering architectural, interior, exterior, and specialty feature lighting systems throughout the building and surrounding grounds. The work will be executed in phases based on the MLB Exterior Stone Restoration Project Schedule (Appendix 15).

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

A mandatory site visit has been scheduled as follows:
Location: MB Legislative Building Front Lobby (North Side), 450 Broadway, Winnipeg, MB
Date and Time: January 20, 2026 10:00 AM central time

Proponents are to enter the MB Legislative Building front lobby (north side) prior to 10:00 AM to sign the site attendance sheet. Proponents are required to present a valid ID upon arrival at the front desk.

Proponents are to pre-register for the site visit by email at bids@gov.mb.ca. Deadline for registration is at 2:00 PM on January 19, 2026.

Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions February 3, 2026. All questions must be submitted to the RFP Contact at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is February 10, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
