Description

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) (“Owner”) to prospective general contractors to submit proposals for MLB interior renovations and modernization of four (4) elevators as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in Manitoba Legislature Building at 450 Broadway in Winnipeg, Manitoba. Work site location will be occupied during construction.

Preferences:

In consideration of Manitoba’s procurement policies and applicable trade agreements, this tender is only available to Canadian proponents who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian proponents, Manitoba may re-issue this tender at its sole discretion.
Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a U.S.-manufactured product has been proposed. The alternative product shall be sourced from Canada or a non-U.S. jurisdiction and must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:

Date and Time: October 23, 2025, at 10:00 AM local time

Proponents are to enter the main entrance on the north side of the building to pass security screening to sign the site attendance sheet prior to 9:45 am.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions November 3, 2025. All questions must be submitted to the RFS Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is November 13, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
