Description

The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide twice weekly recycling of glass, plastics, aluminum, paper, and cardboard products at the WCB's office facilities located at 333 Broadway, in Winnipeg, Manitoba.

Description of Services

The Contractor will be required to provide twice (2X) weekly recycling of glass, plastics, aluminum, paper, and cardboard products at the WCB's office facilities located at 333 Broadway, in Winnipeg, Manitoba.

The Services will require the Contractor to supply an adequate number of wheeled plastic tote bins to hold recyclable products without overflow (based on current usage the WCB estimates such need can be met with approximately eight (8) plastic tote bins, each with a capacity of three hundred and sixty (360) litres, but this may increase over time). The plastic tote bins must be easily moved as they will have to be stored in the lower level of the building and will be collected on a pre-arranged schedule.

The WCB's office facilities must remain fully functional and no loud noises will be permitted during Business Hours. The Services must be performed by properly trained personnel.

No minimum recyclables volume can be guaranteed but the WCB intends to have one (1) Contractor provide the Services, unless otherwise determined necessary in the unfettered discretion of the WCB.

The Vendor must have experience and knowledge with the following:

a) 10 years' experience in the commercial office recycling business in Winnipeg, MB.

The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.

Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.

The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.

It is expected the Services will be required for an initial period of 60 (5) months/years with a preferred start date of October 14th, 2025.

Mandatory Visit

Vendors must attend onsite for an inspection of the WCB's building facilities at its head office located at 333 Broadway, Winnipeg, Manitoba ("Compulsory Onsite Visit"). There is only one (1) time slot available on Thursday, September 11th, 2025, at 3:00 p.m. MB Time, starting in the main lobby of 333 Broadway. Due to restricted access throughout the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Ray Daumler, Director, Administration (204-954-4444) if planning to attend.
