2025-30-WH-P - Redevelopment of Washroom/Shower Building

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective contractors to submit proposals for construction of a new washroom/shower building in the West Hawk Seasonal Trailer Village at Whiteshell Provincial Park, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.

Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

The work is being done in Whiteshell Provincial Park. Work site location will be partially occupied during construction with seasonal campers.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit have been scheduled as follows:

Proponents are to meet at the entrance to the seasonal campground at the north end on Highway 44. See map below:
Proponents are to pre-register by email to the project manager at ryan.wakshinski@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the site visit.
Deadline for registration is the end of the business day May 21, 2025.
Attendance at each site visit will be confirmed and recorded
Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the site visitunless the RFP Contact has provided the information in writing.

Deadline for questions May 26, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is June 3, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
