This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation. (“Owner”) to prospective contractors to submit proposals for a redevelopment of three units consisting of an exterior and interior refresh as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 123 Mattonnabee Street, Gillam, Manitoba
Date and Time: May 7, 2025, at 2:00 PM local time

Proponents are to meet at the front entrance of 123 Mattonnabee Street prior to 2:00 PM to sign the site attendance sheet. 

Proponents are to pre-register by email to the project coordinator at Gazi.Rahman@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting
Proponents should register for the site visit by 4:00 PM on May 05, 2025. Attendance at the site visit will be confirmed and recorded.
Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions May 13, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is May 21, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
