The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide roofing inspections, maintenance, and repairs for the WCB's office facility located at 333 Broadway in Winnipeg, Manitoba, which will include, but not be limited to, testing, tracing for leaks, patching, repairs to roof surfaces, report writing, and performing roof work when required with other projects.
Description of Services
The WCB currently has various external service providers performing roofing maintenance at the WCB's office facility located at 333 Broadway in Winnipeg, Manitoba. In the 2024 calendar year the WCB spent approximately Twenty Thousand Dollars ($20,000.00) on roofing-related work.
The Services will include roofing maintenance and small roof related construction projects for the WCB's office facility located at 333 Broadway in Winnipeg, Manitoba, which may include, but not be limited to, inspections, testing, tracing for leaks, patching, and repairs to the roof surfaces (which consist of a built up flat roof system with rolled roofing product as the top finish layer), report writing, and performing roof work when required with other projects.
The WCB's office facilities must remain fully functional and no loud noises will be permitted during Business Hours. The Services must be performed by licensed and properly trained personnel, with work permits obtained by the Contractor on the WCB's behalf, as required.
The Services shall be requested by the WCB on an "as needed" basis and no minimum service volume will be committed to any particular Contractor and the WCB reserves the right to use multiple Contractors for delivery of the Service, as determined necessary in the unfettered discretion of the WCB.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have ten (10) years' experience and knowledge with the following:
a) flat built up roof inspections; and
b) flat built up rolled roof systems- new installations, repairs, and maintenance.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
It is expected the Services will be required for a period of five (5) years with a preferred start date of July 20, 2025.
Mandatory Site Visit
Vendors must attend onsite for an inspection of the WCB's building facilities at its head office located at 333 Broadway, Winnipeg, Manitoba ("Compulsory Onsite Visit"). There is only one (1) time slot available on Thursday, June 12, at 10:00 a.m. MB Time, starting in the main lobby of 333 Broadway. Due to restricted access throughout the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit.
