4073 - Roof Replacement

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Projects Planning and Delivery (“CPPD”) to prospective contractors to submit proposals for roof replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work shall be performed in three buildings - Alfred Barnett, Stores and Administration - at the Selkirk Mental Health Centre located at 825 Manitoba Avenue, Selkirk, MB. The Scope of Work includes, but is not limited to, removal of the existing roofing materials, upgrading the roof insulation to meet current energy code requirements, and the installation of new roofing complete with flashings, accessories and fall protection as required, as well as temporary relocation of roof mechanical equipment and existing antennas. The work site location will be occupied during construction.

Preferences:
(a) In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.
(b) The Proponent shall procure only Canadian-origin steel for all direct purchases of these materials.
(c) Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
(d) Proponents are mandated to ensure a minimum percentage of Canadian and non-U.S. products in their submissions.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

Proponents are to meet at location prior to 10:00 AM to sign the site attendance sheet.

Deadline for registration is July 8th at 2:00 PM.
 Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit, unless the RFP Contact has provided the information in writing.

Deadline for questions is July 15, 2025. All questions must be submitted via email to the RFP contact at cppdprocurement@gov.mb.ca

Deadline for submission is July 29, 2025 at 2:00:00 pm. Proposals must be submitted through MERX Electronic Bid Submission System. No other form of Proposal submission will be accepted.
