The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The WCB requires Consulting services to assist with the development, deployment and support of solutions within the WCB’s SharePoint 2016 environment.
The WCB requires the Contractor to provide consulting services to assist the WCB's IT department in the development, deployment and support of solutions in SharePoint 2016 environment.
The Contractor is expected to be able to perform the following Services, subject to any agreed upon changes to the scope of work in the SOWs:
(a) "Forms" - consulting services to analyse, design, develop, implement, and support forms developed in SharePoint. Forms may be simple "out-of-the-box" to highly complex custom designed solutions that include additional functionality available in SharePoint such as workflows, alerts, MS Office integration, etc.;
(b) "Sites" - consulting services to analyse, design, develop, implement, and support department portals, team sites, project sites, and community sites in SharePoint;
(c) "SharePoint Solutions" - consulting services to analyse, design, develop, implement, and support business solutions developed using a broad suite of SharePoint and MS Office functionality;
(d) "Training" - consulting services to provide training for end users and power users in SharePoint; and
(e) "Documentation" - consulting services to create appropriate support or user documentation which may include but not limited to, user guides and FAQs.
(f) "Migration" - as WCB moves to SharePoint Online, consulting services to assess existing SharePoint applications for readiness to be migrated to SharePoint Online and if necessary, perform remediation activities.
(g) Any other ancillary support that may be required by the WCB.
A separate SOW will be created to outline specific support processes and Contractor's response times required by the WCB, depending on the severity of the issue identified when a SharePoint issue is reported to the Contractor. It is anticipated that required response targets will be between two (2) hours and two (2) Business Days, depending on problem severity.
The Vendor must have experience and knowledge with the following:
(a) 7-10+ years working with SharePoint 2016, SharePoint Online and M365 collaboration tools.
(b) The Contractor will possess extensive knowledge and experience with SharePoint, including, but not limited to, a deep understanding of all aspects of SharePoint 2016.
(c) Proven experience configuring and supporting SharePoint sites in a business environment including:
Technical / configuration:
•Building and managing sites and site structures
•Creating and maintaining lists, libraries, views, and pages
•Managing permissions and access using SharePoint groups and roles
•Applying document management best practices
•Creating and maintaining basic SharePoint workflows
•Troubleshooting SharePoint access, sync, and content-related issues
Business alignment:
•Working closely with business users to gather, clarify, and validate requirements
•Translating business needs into practical SharePoint solutions
The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):
(a) Experience building more advanced or customized SharePoint 2016 solutions
(b) Experience organizing SharePoint sites and content in a clear, user-friendly way
(c) Familiarity with SharePoint governance or best practices (e.g., standards, naming conventions, permission structures, etc.)
(d) Experience supporting or participating in SharePoint content migrations or upgrades
(e) Ability to troubleshoot more complex SharePoint issues or improve performance
(f) Understanding of the differences between SharePoint 2016 and SharePoint Online
(g) Experience working in environments that also use Microsoft 365 collaboration tools (e.g., Teams, OneDrive, Outlook, Power Platform, etc.)
(h) Ability to plan or adapt SharePoint 2016 solutions for future transition to SharePoint Online
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The WCB requires the Contractor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement and subsequent SOW if the respective Contractor field or proposes inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
Final selection of a resource may be subject to an in-person interview by the WCB before the Contractor is invited to enter into an SOW.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing. The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the absolute discretion of the WCB.
It is expected the Services will be required for an initial period of eighteen (18) months with a preferred start date of December 1, 2025. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for three (3) additional periods of up to six (6) months each period.
The Services expressed in SOWs remain subject to the terms and conditions, including the hourly rates, agreed to in the respective Contractor's Agreement with the WCB.
Vendors are not permitted to contact any employees, officers, or agents of the WCB for matters regarding this RFP, except in writing to the Agreement Administrator. Failure to adhere to this rule may result in the disqualification of a Vendor and rejection of its Proposal.
