2025-14-HP-P - Site-Electrical Improvements

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective contractors to submit proposals for campground electrical improvements at Hecla/Grindstone Provincial Park, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.

Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

The work is being done in Bay 3 in the Gull Harbour Campground at Hecla/Grindstone Provincial Park, Manitoba. The work site location will not be occupied during construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional pre-bid meeting has been scheduled as follows:

Proponents are to pre-register by email to the project manager Rebecca.Lauhn-Jensen@gov.mb.ca. A link to the meeting will be sent as a confirmation of proponent’s attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day May 6, 2025.
Attendance at the pre-bid meeting will be confirmed and recorded.
Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the pre-bid meeting unless the RFP Contact has provided the information in writing.

Deadline for questions May 13, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is May 22, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
