The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The supply of one (1) full-time Technical Writer to assist with the IT Risk Mitigation initiative for a term of two (2) years, with an irrevocable option to extend for three (3) additional periods of one (1) year each.
Description of Services
The WCB requires one (1) external resource (the "Technical Writer") to assist in developing and improving documentation to support the multi-stream IT Risk Mitigation Initiatives. The Technical Writer will collaborate with internal teams and external consultants to produce and maintain a wide range of technical and operational documentation, including but not limited to:
a. Standard operating procedures (SOPs);
b. System architecture and design documentation;
c. Process diagrams and workflows;
d. Configuration and deployment guides;
e. Disaster recovery playbooks and documentation;
f. Incident response and recovery playbooks;
g. Data centre design and configuration documentation;
h. User and administrator manuals;
i. Policy and compliance documentation;
j. Knowledge base articles and FAQs;
k. Training materials and onboarding guides;
l. Request for Proposal (RFP) documentation;
m. Communication assets, templates, and reporting; and
n. Other documentation as required.
The Technical Writer will work closely with subject matter experts, project managers, and operational teams to ensure all documentation is clear, consistent, and aligned with organizational standards, regulatory requirements, and best practices. The WCB's IT Department and/or Enterprise Program Management Office (EPMO) will be responsible for approving the final outputs before delivery.
The Technical Writer will be expected to work in a collaborative manner with internal staff to support knowledge transfer and capacity building. This includes:
a. Sharing best practices for technical writing and documentation development;
b. Assisting staff in adopting standardized templates, formats, and style guides;
c. Providing guidance on documentation workflows and version control;
d. Supporting internal teams in maintaining and updating documentation post-engagement; and
e. Encouraging sustainable documentation practices that align with organizational standards.
The Technical Writer will also be expected to perform the following general duties:
a. Participate in peer reviews of documentation to ensure it meets expected quality, completeness, and appropriate detail level;
b. Participate in key meetings with information technology representatives where appropriate to support documentation requirements;
c. Provide input into training, operating guides and other deliverables; and
d. Perform other such related duties as the WCB may require.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The WCB requires the Contractor to supply one (1) resource for not less than seven and a quarter (7.25) hours per day during normal WCB business hours. Any time in excess of seven and a quarter (7.25) hours per day and/or thirty six and a quarter (36.25) hours per week must be pre-approved in writing by the WCB.
The Technical Writer must have the following experience and knowledge:
a. Minimum 5 years IT technical writing experience;
b. Developing training materials for adult learners;
c. Delivering similar technical writing outputs described in the description of services, specifically application discovery playbooks, and disaster recovery strategies; and
d. Using Microsoft tools such as Word, Excel, PowerPoint, Project, SharePoint, and Visio at a high proficiency level.
The Technical Writer should have working experience and knowledge with the following (which may be considered an asset when evaluating):
a) Communication and presentation skills;
b) Jira and Confluence;
c) Applying system design principles in the context of technical writing;
d) Documenting technological solutions to support business processes;
e) Creating and documenting system documents such as process diagrams;
f) Documenting business applications in a corporate environment;
g) Business and systems analysis; and
h) Project management.
The Proposal should include an overview of the proposed resource(s) being offered and technical writing samples which highlight their experience performing similar roles.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities in Winnipeg unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of two (2) years with a preferred start date of October 1, 2025. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for three (3) additional periods of up to one (1) year each.
