D2. SCOPE OF WORK
D2.1 The Work to be done under the Contract shall consist of the decommissioning, removal,
and replacement of the ammonia evaporative condenser system at Transcona East End Arena, 517
Pandora Ave E., Winnipeg, including all required structural, mechanical, and electrical
modifications to support the new system, as per Appendix A.
D2.2 The major components of the Work are as follows:
(a) Decommissioning and removal of the existing ammonia evaporative condenser, related
refrigerant piping, glycol piping, water supply and drain piping, and electrical devices.
(b) Recovery and safe storage of ammonia (R-717) and glycol fluids in accordance with approved
safety procedures.
(c) Installation of one new evaporative condenser, including:
(i) New inlet and outlet isolation valves and purge valves for future servicing.
(ii) Relief valves installed to meet current code requirements.
(iii) CRN-registered condenser rated for 911.60 MBH at 95°F condensing and 75°F wet bulb
temperature.
(d) Mechanical modifications including:
(i) Installation of a glycol cooling circuit compatible with the existing compressors.
(ii) One new glycol expansion tank with level indicator.
(iii) Reconnection of pressure switches, gauges, and flow switches to the new system.
(e) Structural modifications and upgrades to existing condenser stand, including:
(i) Cleaning, buffing, and epoxy painting of the steel frame.
(ii) Reinforcing corroded areas, adding stiffeners at beam-column junctions.
(iii) Additional bracing in the short direction to prevent further leaning.
(iv) Adding gussets for eccentrically loaded columns and new anchor bolts to piles.
(v) Top layer of beams to be removed and re-welded to accommodate the new condenser.
(vi) All welding to be performed by CWB-certified welders and inspected per CSA W59.
(f) Electrical systems including:
(i) New sub-panel (as required), conduit, wiring, circuit breakers, and disconnects.
(ii) Connection and controls for condenser fan motor (VFD-compatible).
(iii) Mylar labelling of all new equipment and control devices.
(g) Installation of a condenser water circulation pump interlocked with condenser and compressor
operations.
(h) Provide storage for the new condenser in a secured facility until the scheduled commencement
of the project in early July 2026, or sooner upon notification by the Contract Administrator. The
work must be completed in accordance with the Substantial Performance Date D19 and Total
Performance Date D20 to ensure there is no disruption to arena operations
D2.3 The following shall apply to the Services:

D2.4 The funds available for this contract are $250,000.00
