Water Delivery Services
City of Flin Flon, Manitoba
1. Overview
The City of Flin Flon invites submissions from qualified Contractors to provide potable water delivery services to residential and commercial premises within the City that are not connected to the municipal water distribution system. The Contractor shall provide all labour, vehicles, equipment, and supervision necessary to deliver reliable, sanitary, and compliant water delivery services.
2. Definitions
- Premise: A self-contained residential or commercial establishment. Each self-contained unit within a building shall be considered a separate service for billing and service calculation purposes, regardless of shared water storage facilities.
- Service: The delivery of potable water by pump truck, pails, or other approved means to premises not serviced by municipal water mains.
3. Service Requirements
- The Contractor shall service all premises currently enrolled in the City of Flin Flon Water Delivery System and any new premises added during the term of the contract at the request of the City.
- Water deliveries shall be made:
- Three (3) times per week at regular intervals (either Monday/Wednesday/Friday or Tuesday/Thursday/Saturday).
- Five (5) times per week to the City Garage.
- In newly added service areas, the Contractor shall only be required to deliver water to ground-floor premises and shall not be required to carry water into basements.
- From time to time, households may request an additional water delivery. Extra deliveries shall not be provided between 9:00 p.m. and 7:00 a.m. Bidders must provide a unit price for this service on the Bid Form.
4. Contract Term
- The contract term shall be five (5) years, commencing January 1, 2026.
5. Service Volume and Pricing
- Monthly compensation shall be based on a minimum of 100 services per month.
- Should the number of services exceed this minimum, the Contractor may submit a written request for a rate review.
- Bidders shall submit a lump-sum monthly price, with applicable taxes shown separately.
6. Invoicing and Reporting
- The Contractor shall invoice the City on a monthly basis for services rendered in the preceding month.
- Each invoice shall be accompanied by a typed delivery log detailing:
- Date of delivery
- Volume of water delivered (gallons)
- Delivery address
- Reporting forms will be supplied by the City of Flin Flon.
7. Water Supply Location
- The City will make potable water available for pickup at the City’s Water Treatment Plant.
- The Contractor shall maintain safe, ice-free conditions at the water pickup area during winter months. The adequacy of this maintenance shall be determined solely by the City’s Director of Works and Operations.
8. Equipment and Sanitation
- The Contractor shall supply and maintain all vehicles and equipment required to perform the services.
- All equipment shall be cleaned and maintained at regular intervals in accordance with City standards and Manitoba Health requirements. Cleaning instructions are provided as part of the bid package.
9. Performance Standards and Compliance
- All services shall be performed in a professional and workmanlike manner to the satisfaction of the Director of Works and Operations, the Medical Health Officer, and the City’s Sanitary Inspector.
- The Contractor shall comply with all applicable municipal by-laws, provincial legislation, and regulations, including the Public Health Act and associated regulations.
10. Insurance and Legislative Requirements
The successful Contractor shall maintain, at minimum:
- Public Liability Insurance in the amount of $1,000,000 per occurrence
- Property Damage Insurance in the amount of $50,000
- Valid coverage and compliance with:
- Workers Compensation
- Employment Insurance
- Canada Pension Plan
11. Workplace Safety and Health
- The Contractor shall be deemed the Prime Contractor under The Workplace Safety and Health Act and shall be solely responsible for compliance by all workers, subcontractors, and sub-trades.
12. Payment Administration
- The Contractor shall not enter into private agreements with customers or collect payment directly.
- All rates and customer billing shall be administered by the City of Flin Flon.
13. Assignment and Liability
- The contract shall not be assigned or transferred without written consent of the City.
- The Contractor shall not be held liable for service failures caused by actions or omissions of the City or by circumstances beyond the Contractor’s control.
14. Contract Execution
- The successful bidder will be required to enter into the City’s standard Water Delivery Services Contract and comply with all terms and conditions.
