Description

The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide cleaning services for exterior windows (inside and outside surfaces) and exterior stainless steel building details on the WCB's office building located at 333 Broadway, in Winnipeg, Manitoba.

Description of Services

The WCB has its windows and exterior stainless steel building details at 333 Broadway cleaned on an annual basis. If it is an exceptionally dirty/dusty season, the WCB may have the windows and exterior stainless-steel details cleaned a second time.

The WCB is flexible to accommodate the Contractor's schedule for when the cleaning will be performed, as long as it is sometime between the months of May and October, at a mutually agreed upon date(s).

The Contractor will clean all windows (interior and exterior surfaces) and exterior stainless steel building details on the WCB's office building located at 333 Broadway, in Winnipeg, Manitoba.

The WCB's office facilities must remain fully functional and no loud noises will be permitted if the Services are performed during Business Hours. The Services must be performed by properly trained personnel.

The Services shall normally be performed during Business Hours with consideration given to ensure the WCB offices remain fully functional between 7:00 a.m. to 7:00 p.m. on Business Days. If the Contractor opts to perform any portion of the Services outside Business Hours it shall not be entitled to charge overtime rates.

Each Vendor is expected to describe its work experience, if any, it has with the WCB's office facilities located at 333 Broadway in Winnipeg, Manitoba. The WCB may consider such experience an asset when evaluating Proposals.

The WCB requires the Contractor to perform the following:

a) Commercial office building window washing services - interior and exterior and cleaning of exterior stainless steel building details.

The Vendor must have the following experience and knowledge:

a) ten years of commercial office building window cleaning experience.

The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.

Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.

The Services shall be provided onsite at the WCB's facilities , unless otherwise agreed in writing.

It is expected the Services will be required for period of 60 (5) months/years with a preferred start date of October 20th, 2025.

Mandatory Visit

Vendors must attend onsite for an inspection of the WCB's building facilities at its head office located at 333 Broadway, Winnipeg, Manitoba ("Compulsory Onsite Visit"). There is only one (1) time slot available on Thursday, September 11th, 2025, at 11:30 a.m. MB Time, starting in the main lobby of 333 Broadway. Due to restricted access throughout the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Ray Daumler, Director, Administration (204-954-4444) if planning to attend.
