Invitation to Proponents
This Request for Standing Offers (the “RFSO”) is an invitation by Niagara Peninsula Conservation Authority to prospective proponents to submit Standing Offers for Tree Pruning & Removal Services on as needed basis as further described in (Appendix D) (the “Deliverables”).
Type of Contract for Deliverables
The selected proponent(s) will be requested to enter into direct contract negotiations to finalize an agreement with Niagara Peninsula Conservation Authority’s for the provision of the Deliverables. The terms and conditions found in the Form of Agreement (Appendix A) are to form the basis for commencing negotiations between Niagara Peninsula Conservation Authority and the selected proponent(s). It is the intention of Niagara Peninsula Conservation Authority to enter into an agreement “as and when required” basis for a period of (2) Two Years with the option to extend the agreement for another 1 year upon mutual agreement. Service is anticipated to commence in March 2019. It is the intention of the Niagara Peninsula Conservation Authority to enter into a Standing Offer Agreement (SOA) with up to the (4) Four highest ranked proponent(s) as a result of this RFSO. Work will be “as and when required”.
Brief Scope of Work
The Contractor(s) shall provide all labour, equipment, supplies and materials required to provide the outline Services Removal Project(s)The Service provided consist of providing Tree Pruning and Removal Services for various unspecified geographical locations within the Niagara Peninsula Conservation Authority Watershed jurisdiction. The Contractor(s) selected will assume full responsibility for pruning and removal of trees as identified by the NPCA that are storm damaged, diseased, deteriorated, or pose a safety hazard to the public. Services include stump grinding, debris removal and disposal, seeding and mulching, and clean up associated with these arborist activities. The NPCA will issue work orders for specific individual projects. The will issue Purchase Orders for specific individual projects. The Contractor(s) will be expected to work cooperatively with NPCA Staff and to adapt to developing circumstances on any given project.
