Detail:
The purpose of this Request for Proposal ("RFP") is to solicit qualified offers from qualified consulting services to conduct a pilot project for the evaluation of "risk of harm" within the scope of practice of two compulsory trades in Ontario: Automotive Service Technician Trade (310S) and Construction and Maintenance Electrician Trade (309A) as well as data analysis to support allocation of compliance and enforcement resources. The process could be adapted to other compulsory trades. The College’s Compliance and Enforcement Policy commits the College to an enforcement strategy that is "targeted, risk-based and evidence-based".

The proposal shall be submitted in 5 (five) hard copies and 1 (one) electronic version (PDF version on a USB drive/CD). No email submissions will be accepted. The proposal shall be sealed in one outer and two inner envelopes as detailed below:

a)    The outer envelope shall:
- be addressed to Ontario College of Trades at 655 Bay Street, Suite 600, Toronto, Ontario, M5G2K4
- be marked with:
   “RFP No. OCOT/CE/2018-01 – Risk of Harm and Labour Market Consulting Services”

b)    The two inner envelopes shall indicate the name and address of the proposer company.

- The first inner envelope shall include technical component and be marked with:
“1-Technical Proposal, RFP No. OCOT/CE/2018-01 – Risk of Harm and Labour Market Consulting Services”

- The second inner envelope shall include the price component and be marked with:
“2-Financial Proposal, RFP No. OCOT/CE/2018-01 – Risk of Harm and Labour Market Consulting Services”
