Description

This Request for Proposals (the “RFP”) is an invitation by the University of Ottawa (the “University”) to prospective proponents to submit proposals for an Atmospheric Photoemission Spectrometer (APS), funded by the Canada Foundation for Innovation and the Ontario Research Fund.

The requested equipment will be integrated into a multi-user laboratory environment and is intended to advance cutting-edge research in materials science, surface chemistry, and device physics. The APS system will enable the investigation of electronic structures under ambient and near-ambient pressure conditions, supporting both fundamental studies and application-driven research. Its deployment is strategically aligned with the mission and research priorities of the HIIT initiative (Hybrid and Intelligent Interfaces for Technology), enabling breakthroughs at the interface of advanced materials and functional device development.

The proposed atmospheric photoemission spectrometer enables ultraviolet photoelectron spectroscopy at ambient pressure conditions. The system will include:

Monochromatic light source with different pumping capability
A electron energy analyzer with optimized angular resolution and optic system adapted for ambient pressure operation for standard device samples
Data acquisition software supporting high-resolution and time-resolved are readily available with the system.

Mandatory Technical Specifications Requirements:

1.0 - Performance of Atmospheric Photoemission Spectrometer
1.1 - Energy resolution must be better than 0.2 eV at ambient pressure.
1.2 - The maximum power of monochromated photonic source must be higher than 200 nW at 5.9 eV.
1.3 - The tool must demonstrate the data repeatability in the range of ± 0.2 eV with standard sample provided by the supplier.
1.4 - Maximum count rate (photoelectrons count per second) must be higher than 1000 cps.
1.5 - Photonic spot on the sample must be larger than 1 mm in diameter.
1.6 - The maximum sample size must be larger than 30mm × 30mm.
1.7 - The maximum measuring energy must be larger than 6 eV.
1.8 - For small source light spot on the sample, the system must be able to allow smaller than 600 µm × 600 µm

2.0 - Software and Computers
2.1 - The tool must come with a computer and software.
2.2 - If joystick panel is required, the tool must include joystick panel.
2.3 - The hard-drives must be solid-state-drive with more than 1 TB capacity.

3.0 - Warranty, Installation and Training
3.1 - Must include 1-year standard manufacturer’s warranty and technical support within 48 hours (on-site, and/or, emails and phone calls).
3.2 - Must include on-site installation and training. Supplier must agree to video-recording of the training session(s) for the purpose of future users trainings.

4.0 - Other
4.1 - The tool must not require a chiller.

Proposals to be Submitted in Prescribed Format
Proponents must submit one electronic copy of their proposal in the format specified on MERX and in the manner described below. Proponents should only include pricing in the specific portion of the proposal noted in Appendix C – Pricing.

The proponent must submit their proposal in an electronic copy of their proposal via Merx with two (2) separate attachments (files) containing the Proponent’s proposal labelled in the following manner:
