Description of Procurement
This Request for Proposals (“RFP”) is an invitation to prospective Proponents to submit a Proposal indicating their organization’s capability and resources in providing inspection, testing and maintenance services, as well as deficiency repair and training services for the University’s fire protection and emergency systems.
The Deliverables include, but are not limited to, services to the following systems:

Fire Alarm and Notification System;
Fire Sprinkler;
Standpipe and Fire Hose;
Fire Hydrant;
Fire Extinguisher;
Kitchen Hood;
Exit Sign and Emergency Lighting;
Special Suppression System;
Fire Suppression System Backflow Preventer; and
Glycol Systems;
Optionally, the University may add Fire Pumps.

Deliverables are more fully described in the RFP’s Appendix B.
The University intends to execute a Master Services Agreement provided in Appendix E.

Minimum Passing Score
The Minimum Passing Score for Stage 2: Technical is 36 Points out of 45 Points.
The Minimum Passing Score for Stage 3: Presentation is 10 out of 15 Points.

This procurement is subject to the following trade agreement(s):

Canada-European Union Comprehensive Economic and Trade Agreement (CETA)

Contract Details

The term of the Final Agreement is three (3) years, plus two optional renewal periods of one (1) year each, at the discretion of the University.

To gain a better understanding of the existing site conditions and constraints, all Proponents are requested to attend an optional site visit, scheduled for the following date:
Optional Site Visit Date: April 28, 2025, at 10:00 AM
Site Visit Registration date: On or before April 25, 2025, at 4:00 PM
To register for Site Visit, please email bids@torontomu.ca by referencing the RFP and including the name, cell number and email address of the individual(s) attending.
For clarity, registration is not required to attend the Site Visit; however, it does assist us in our planning.
Please note that the Site Visit is expected to be approximately 3 hours in length.

Site Visit shall be at the lobby of the Victoria Building (VIC) located at 285 Victoria Street, Toronto.
Please consult the University’s campus map for more information related to the location.
