NOTICE TO RESPONDENTS

THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its head office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of His Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a Qualification File as part of the Call for Qualification no 35007 Honoré Mercier Bridge, Call for Qualification for the maintenance and repairs of the Bridge (2023) (hereafter referred to as “File”).

This Call for Qualification is aimed only at contractors from the Mohawks of Kahnawà:ke community that are not already included on the Owner's List of Qualified Contractors and is the first step in the Owner’s procurement process for the provision of the construction services required to maintain and repair the federal section of the Honoré Mercier Bridge and its approaches located in Kahnawà:ke (Quebec). Subject to the terms of the present Call for Qualification, only the contractors registered on the Owner’s List of Qualified Contractors will subsequently be invited to submit tenders for the contracts covered by this Call for Qualification.

This Call for Qualification will only be issued once in accordance with the terms of Section 2 Instructions to Respondents and the List of Qualified Contractors has no duration unless decided by the Owner at its sole discretion.

The submission of a Qualification File constitutes an assertion that the Respondent has read all the Call for Qualification Documents in their entirety and agrees to the terms and conditions therein set forth.

Please complete Section 4 Qualification File Forms as outlined in Section 2 Instructions to Respondents and return it to the Owner in one of the following ways:

The Qualification File shall be inserted into a sealed envelope on which is marked “QUALIFICATION FILE NO. 35007” with respect to:

Office hours: Monday to Friday from 08:15 a.m. to 12:00 p.m. and from 01:00 p.m. to 04:30 p.m.

The deadline for receipt of the Qualification Files is November 2, 2023 at 03:00 p.m., Eastern Standard/Daylight Time.

No Qualification File received after the above-mentioned closing date and time will be accepted. The time and date of receipt of a Qualification File will be deemed to be the date and time of receipt of the email by the Owner’s Procurement Advisor. Qualification File transmitted before the closing date and time may, before the closing, be withdrawn or replaced. The Owner will not penalize the Respondent whose Qualification File are received after the closing date and time if the delay is attributable solely to the Owner.

The Respondent may submit its Qualification File in either of Canada’s two (2) official languages.

The Owner does not bind itself to accept any Qualification File, notably if the Owner determines that it is not in the public interest to do so.
