Re: 2433 Spruce Street – Architectural Design Services
Introduction
Williams Management, on behalf of the Greater Vancouver REALTORS® (GVR), is seeking proposals from qualified architectural firms to provide schematic design services for the property located at 2433 Spruce Street, Vancouver, BC. The intent of this RFP is to retain an architect to develop a concept and schematic design package suitable for submission to the City of Vancouver under the Letter of Enquiry (LOE) process, as part of an early-phase rezoning and redevelopment evaluation.
Project Background
GVR is a not-for-profit association representing over 15,000 REALTORS® in the Greater Vancouver region. GVR owns its current headquarters at 2433 Spruce Street — a 17,260 sq ft parcel with a four-storey office building totaling approximately 43,400 sq ft. The site is zoned C-3A, allowing for commercial, residential, and mixed-use redevelopment. GVR is exploring opportunities for site redevelopment in alignment with its long-term operational and organizational vision.
Scope of Architectural Services
The selected architectural team will provide services necessary to develop a concept vision and schematic design sufficient to engage with the City of Vancouver via the Letter of Enquiry process. The scope will include:
- Site Analysis and Due Diligence: Review site conditions, zoning (C-3A), and applicable local policies.Identify development constraints and opportunities.
- Conceptual Design Development: Prepare massing options reflecting market realities, site potential, and GVR goals. Incorporate a mix of commercial and residential uses. Coordinate with development managers and consultant team on feasibility alignment.
- Schematic Design: Prepare preliminary floor plans, sections, site plans, and massing models/renderings. Provide high-level technical analysis (e.g., parking count, height, FSR). Ensure proposals consider energy efficiency and sustainability targets.
- Letter of Enquiry Submission Package: Prepare all design materials required for a formal LOE submission to CoV. Collaborate with Development Manager to incorporate supporting materials. Revise package as needed in response to feedback prior to submission.
Timeline
This work is expected to occur over a 4-month period from contract award to submission. A detailed schedule with milestones will be established upon project initiation.
Proposal Requirements
Firms responding to this RFP must submit the following:
- Executive Summary: Overview of the firm and key differentiators. Relevant experience with similar projects, particularly in Vancouver.
- Team and Qualifications: Bios and roles of the lead architect and key team members. Experience navigating Vancouver’s development process. References from two recent projects involving rezoning or mixed-use schematic design.
- Project Approach: Methodology and design philosophy. Proposed work plan and timeline.
- Fee Proposal: Fixed fee or fee range for the services described. Hourly rates for team members. Assumptions, exclusions, and optional services.
